Actually, I would assume that a person could dodge the No Fly list by changing their name. But they would not be immune from future idiotic restrictions on their freedom to travel. Almost $2 billion for computer upgrades, but most agents had old PC's that couldn't surf the Net or do e-mail, and the 42 databases with incompatible software. Government efficiency at it's finest. Ya...the more we learn about government, the more it makes you wonder if we would be better off without it. I have that book Jim. The government of course! Then again, maybe they just couldn’t figure out how to make them work. (Probably couldn’t find the power button) Either way, they probably ended up in a dumpster, or were misappropriated by FEMA employees.
