Maybe Bush has realized that he will taint himself forever by putting his name on this blunt assault on the US Constitution. Probably not. Actually, Bush is probably just waiting for a more favorable slot for media coverage. He does not want the signing ceremony to be the second item on the evening news, just after the latest revelations of congressmen preying on teenage boys.
