Donald Trump has a good foreign policy idea<\/a><\/h2>\n<p>by James Bovard<\/p>\n<h3 class=\"lead-in\"><em>Let&#8217;s get our own house in order before we start imposing democracy on others.<\/em><\/h3>\n<p class=\"speakable-p-1 p-text\"><strong>The Trump administration\u2019s foreign policy often resembles a Mad Hatter\u2019s Tea Party or a loose cannon on a ship deck.<\/strong> But every now and then, a good idea emerges from the fracas.\u00a0Such is the case with a reform that could sharply reduce America\u2019s piety exports.<\/p>\n<p class=\"speakable-p-2 p-text\">Secretary of State Rex Tillerson is revising the State Department mission statement to focus on promoting \u201cthe <a href=\"http:\/\/www.salon.com\/2017\/08\/01\/rex-tillersons-new-goal-for-the-state-department-drop-democracy-promotion-abroad\/\">security, prosperity and interests<\/a> of the American people globally.\u201d\u00a0Washington pundits are aghast that \u201cdemocracy promotion\u201d is no longer trumpeted as a top U.S. foreign policy goal.\u00a0Elliott Abrams, George W. Bush\u2019s \u201cdemocracy czar,\u201d complained, \u201cWe used to want a just and democratic world, and <a href=\"https:\/\/www.washingtonpost.com\/news\/josh-rogin\/wp\/2017\/08\/01\/state-department-considers-scrubbing-democracy-promotion-from-its-mission\/?utm_term=.707f2126c725\">now apparently we don\u2019t<\/a> &#8230; the message being sent will be a great comfort to every dictator in the world.\u201d<\/p>\n<p class=\"p-text\">But this is like presuming that any preacher who fails to promise to eradicate sin is a tool of the devil.\u00a0Instead, it is time to recognize the carnage the U.S. has sown abroad in the name of democracy.<\/p>\n<p class=\"p-text\">The U.S. has periodically pledged to spread democracy ever since President Woodrow Wilson announced in 1913: \u201cI am going to <a href=\"https:\/\/www.wilsoncenter.org\/sites\/default\/files\/ACF18F1.pdf\">teach the South American republics<\/a> to elect good men!\u201d\u00a0Democracy is so important that the U.S. government refuses to stand idly by when foreign voters go astray. Since 1946, the U.S. has intervened \u2014\u00a0usually covertly \u2014\u00a0in\u00a0<a href=\"http:\/\/www.npr.org\/2016\/12\/22\/506625913\/database-tracks-history-of-u-s-meddling-in-foreign-elections\">more than 80 foreign elections<\/a> to assist its preferred candidate or party.<\/p>\n<p class=\"p-text\">In his 2005 inaugural address, President George W. Bush proclaimed that the U.S. would \u201cseek and support the growth of democratic movements and institutions in every nation and culture, with the ultimate goal of <a href=\"http:\/\/www.npr.org\/templates\/story\/story.php?storyId=4460172\">ending tyranny<\/a> in our world.\u201d While Bush\u2019s invocation thrilled Washington, the rest of the world paid more attention to his support for any tyrant who joined his War on Terror.<\/p>\n<p class=\"p-text\">President Barack Obama was supposed to redeem the honor of U.S. foreign policy.\u00a0In 2011,\u00a0Obama portrayed the <a href=\"http:\/\/www.nytimes.com\/2011\/03\/29\/us\/politics\/29prexy-text.html\">U.S. bombing of Libya<\/a> as a triumph of democratic values. After Libyan dictator Moammar Gaddafi was killed, Obama speedily announced that Libyans \u201cnow have the opportunity to <a href=\"https:\/\/obamawhitehouse.archives.gov\/the-press-office\/2011\/10\/20\/remarks-president-death-muammar-qaddafi\">determine their own destiny<\/a> in a new and democratic Libya.\u201d But\u00a0<a href=\"http:\/\/www.pbs.org\/wgbh\/frontline\/article\/regrets-of-a-revolution-libya-after-qaddafi\/\">violence spiraled out of control<\/a> and\u00a0claimed thousands of victims (including four <a href=\"https:\/\/www.usatoday.com\/story\/news\/world\/2014\/06\/17\/benghazi-attack-five-things\/10676869\/\">Americans killed in Benghazi<\/a> in 2012).\u00a0Similarly, Obama administration officials <a href=\"https:\/\/www.washingtonpost.com\/politics\/running-transcript-president-obamas-sept-10-speech-on-syria\/2013\/09\/10\/a8826aa6-1a2e-11e3-8685-5021e0c41964_story.html?utm_term=.2cd04ac74f3c\">invoked democracy<\/a> to justify arming quasi-terrorist groups in Syria\u2019s civil war, worsening a conflict that killed hundreds of thousands and created millions of refuges.<\/p>\n<div class=\"partner-outstream\">But the Obama team, like prior administrations, did not permit its democratic pretensions to impede business as usual. After Egyptian protestors toppled dictator Hosni Mubarak, Obama pledged to assist that nation \u201cpursue a credible <a href=\"https:\/\/obamawhitehouse.archives.gov\/the-press-office\/2011\/02\/11\/remarks-president-egypt\">transition to a democracy<\/a>.\u201d\u00a0But the U.S. government disapproved of that nation\u2019s first elected leader, Muslim Brotherhood candidate Mohamed Morsi.\u00a0After the Egyptian military deposed Morsi in 2013,\u00a0 Secretary of State John Kerry bizarrely praised Egypt\u2019s generals for \u201c<a href=\"http:\/\/www.nytimes.com\/2013\/08\/02\/world\/middleeast\/egypt-warns-morsi-supporters-to-end-protests.html\">restoring democracy<\/a>.\u201d\u00a0Similarly, many Ethiopians were horrified when Obama visited their country in 2015 and praised its regime as \u201c<a href=\"https:\/\/www.theguardian.com\/us-news\/2015\/jul\/27\/obama-urges-ethiopia-end-crackdown-political-press-freedom\">democratically elected<\/a>\u201d \u2014\u00a0despite a sham election and its brutal suppression of journalists, bloggers\u00a0and other critics.<\/div>\n<p class=\"p-text\">Democracy promotion gives U.S. policymakers a license to meddle almost anywhere on Earth.\u00a0The <a href=\"http:\/\/www.nytimes.com\/1985\/12\/04\/us\/democracy-project-facing-new-criticisms.html\">National Endowment for Democracy<\/a>, created in 1983, has been caught interfering in <a href=\"https:\/\/books.google.com\/books?id=iGyWBgAAQBAJ&amp;pg=PA57&amp;dq=BOVARD+NATIONAL+ENDOWMENT+FOR+DEMOCRACY+PANAMA&amp;hl=en&amp;sa=X&amp;ved=0ahUKEw#v=onepage&amp;q=BOVARD%20NATIONAL%20ENDOWMENT%20FOR%20DEMOCRACY%20PANAMA&amp;f=false\">elections in France, Panama<\/a>, <a href=\"http:\/\/articles.latimes.com\/1989-10-14\/news\/mn-251_1_costa-rica-s-constitution\">Costa Rica<\/a>, <a href=\"http:\/\/www.ned.org\/region\/central-and-eastern-europe\/ukraine-2016\/\">Ukraine<\/a>, Venezuela, Nicaragua, Russia, <a href=\"http:\/\/www.nytimes.com\/1990\/06\/10\/world\/evolution-in-europe-us-grant-to-2-czech-parties-is-called-unfair-interference.html\">Czechoslovakia<\/a>, <a href=\"https:\/\/books.google.com\/books?id=kGNpBgAAQBAJ&amp;pg=PA99&amp;lpg=PA99&amp;dq=janine+wedel+NED+funded+only+the+incumbent+candidates,+who+already+had+an+advantage+because+they+had+almost+exclusive+access+to+the+government-owned+television,+radio+and&amp;source=bl&amp;ots=ZRUGmSR4H7&amp;sig=TrtHdj4F09pUxUuWgvBNO-RrhRg&amp;hl=en&amp;sa=X&amp;ved=0ahUKEwiMs6q-1cPVAhUF_IMKHdatD6oQ6AEIKTAB#v=onepage&amp;q=janine%20wedel%20NED%20funded%20only%20the%20incumbent%20candidates%2C%20who%20already%20had%20an%20advantage%20because%20they%20had%20almost%20exclusive%20access%20to%20the%20government-owned%20television%2C%20radio%20and&amp;f=false\">Poland<\/a>, <a href=\"https:\/\/www.democracynow.org\/2006\/1\/23\/u_s_gvt_channels_millions_through\">Haiti<\/a>\u00a0and many other nations.\u00a0The State Department has a long list of similar pratfalls, including pouring vast amounts of money in vain efforts to beget <a href=\"http:\/\/foreignpolicy.com\/2013\/03\/06\/the-democracy-boondoggle-in-iraq\/\">democracy in Iraq<\/a> and <a href=\"http:\/\/www.nytimes.com\/2009\/03\/31\/world\/31diplo.html\">Afghanistan<\/a>.<\/p>\n<p class=\"p-text\">Democracy at its best is\u00a0a wonderful form of government but m<strong>any so-called democracies nowadays are simply elective despotisms. Elections abroad are often herd counts to determine who gets to fleece the herd. Many democracies have become kleptocracies where governing is indistinguishable from looting.<\/strong><\/p>\n<p class=\"p-text\"><strong>In some nations, election victories legitimize destroying voters en masse.\u00a0<\/strong>This is exemplified by the Philippines, where the government has <a href=\"http:\/\/www.newsweek.com\/dutertes-drug-war-7000-success-630392\">killed 7,000 suspected drug users and dealers<\/a>, including <a href=\"https:\/\/www.washingtonpost.com\/news\/worldviews\/wp\/2017\/07\/30\/dutertes-brutal-drug-war-philippine-mayor-and-more-than-a-dozen-others-killed-by-police\/?utm_term=.afbdb6bee184\">several mayors<\/a>.\u00a0After President Rodrigo Duterte publicly declared that he would be \u201c<a href=\"https:\/\/www.washingtonpost.com\/news\/worldviews\/wp\/2017\/07\/30\/dutertes-brutal-drug-war-philippine-mayor-and-more-than-a-dozen-others-killed-by-police\/?utm_term=.afbdb6bee184\">happy to slaughter<\/a>\u201d three million drug users, Trump phoned him and, according to a leaked transcript, said, \u201cI just <a href=\"https:\/\/www.usatoday.com\/story\/news\/2017\/05\/24\/president-trump-calls-filipino-leader-duterte-hail-his-great-job-fighting-drugs\/102104258\/\">wanted to congratulate you <\/a>because I am hearing of the unbelievable job [you\u2019re doing] on the drug problem.\u201d Similarly, Trump <a href=\"https:\/\/www.nytimes.com\/2017\/04\/17\/us\/politics\/trump-erdogan-turkey-referendum.html\">congratulated Turkish president<\/a> Recep Erdogan after he won a referendum that awarded him quasi-dictatorial powers.<\/p>\n<p class=\"p-text\">It is time to admit that America lacks a Midas touch for spreading democracy. Freedom House reported that, even prior to Trump\u2019s election, more than 100 nations have seen <a href=\"http:\/\/over%20the%20past%2010%20years,%20105%20countries%20have%20seen%20a%20net%20decline\/\">declines in democracy<\/a> since 2005.<\/p>\n<p class=\"p-text\"><strong>Rather than abandoning all moral goals in foreign policy, Washington could instead embrace a strict policy of\u00a0\u201chonesty in democracy promotion.<\/strong>\u201d\u00a0Under this standard, the U.S. government would cease trying to covertly influence foreign elections, cease glorifying tinhorn dictators who rigged elections to capture power, and cease bankrolling authoritarian regimes that blight democratic reforms in the bud.\u00a0But the odds of Washington policymakers abiding by those restraints is akin to the chances that all of Trump\u2019s tweets will henceforth be edifying.<\/p>\n<p class=\"p-text\"><strong>Rather than delivering political salvation, U.S. interventions abroad more often produce \u201cno-fault carnage\u201d (no one in Washington is ever held liable).<\/strong>\u00a0At a minimum, we should get our own constitutional house in order before seeking to rescue benighted foreigners.\u00a0 Ironically, many of the same people who equate Trump with Hitler still insist that the U.S. government should continue its political missionary work during his reign.<\/p>\n<p class=\"p-text\"><em>James Bovard,\u00a0author of\u00a0<a href=\"http:\/\/www.amazon.com\/Public-Policy-Hooligan-Rollicking-Washington-ebook\/dp\/B00AKZH97W\">Public Policy Hooligan<\/a>,\u00a0is\u00a0a member of USA TODAY\u2019s\u00a0<a href=\"https:\/\/www.usatoday.com\/reporters\/boc.html\">Board of Contributors<\/a>.
