Federal policymakers have become accustomed to rationing what they release while citizens are assured that official secrecy makes them more secure. But American democracy cannot survive perpetual bipartisan coverups from the political ruling class.<\/p>\n<p>A <a href=\"https:\/\/rsf.org\/en\/world-press-freedom-index\" target=\"_blank\" rel=\"noopener noreferrer\">recent analysis by Reporters Without Borders<\/a> ranked the United States as 45th in the world in press freedom \u2014 worse than Romania and barely better than Botswana. Unfortunately, this dismal grade is not due to Trump\u2019s endless denunciations of the media. <a href=\"https:\/\/rsf.org\/en\/world-press-freedom-index-2009\" target=\"_blank\" rel=\"noopener noreferrer\">The sharpest plunge<\/a> in America\u2019s press freedom <a href=\"https:\/\/rsf.org\/en\/world-press-freedom-index-2014\" target=\"_blank\" rel=\"noopener noreferrer\">rating occurred during the Obama administration<\/a> \u2014 thanks in part to its zealous prosecutions of journalists. But Trump is continuing policies started by earlier presidents that mock freedom of the press and Americans\u2019 right to know about federal activities.<\/p>\n<p>Secrecy may cast the most important confirmation vote for Trump\u2019s nominee to be CIA chief, Gina Haspel. The <a href=\"https:\/\/www.nytimes.com\/2018\/04\/20\/us\/politics\/gina-haspel-cia-director-influence-campaign.html\" target=\"_blank\" rel=\"noopener noreferrer\">CIA withheld from the U.S. Senate<\/a> much of the information on Haspel\u2019s 33 year career with the agency. The CIA did disclose that Haspel met with Mother Teresa, presumably exonerating Haspel of subsequent sins for her role in Bush-era torture. Even though <a href=\"https:\/\/action.aclu.org\/petition\/declassify-haspel-torture-record\" target=\"_blank\" rel=\"noopener noreferrer\">Haspel wrote the cable ordering the destruction of dozens of videotapes of waterboarding<\/a> and similar brutalities, the Trump administration apparently expects senators to presume that Haspel would deal straight with Congress and the American people. However, Haspel&#8217;s evasive <a href=\"https:\/\/nsarchive.gwu.edu\/briefing-book\/intelligence-torture-archive\/2018-05-09\/cia-black-sites-program-gina-haspel-nomination\" target=\"_blank\" rel=\"noopener noreferrer\">testimony<\/a> Wednesday morning failed to answer key questions about her role in the most controversial aspect of the war on terror.Secrecy begets impunity, which spurs atrocities. The Trump <a href=\"https:\/\/www.washingtonpost.com\/world\/national-security\/white-house-ignores-executive-order-requiring-count-of-civilian-casualties-in-counterterrorism-strikes\/2018\/05\/01\/2268fe40-4d4f-11e8-af46-b1d6dc0d9bfe_story.html?noredirect=on&amp;utm_term=.0bb1d1d98cdc\" target=\"_blank\" rel=\"noopener noreferrer\">administration is ignoring a 2016 executive order mandating annual reports<\/a> on how many civilians and enemy fighters are killed by U.S. counterterrorism attacks. Trump officials express a commitment to protecting civilians and yet there is a <a href=\"https:\/\/www.nbcnews.com\/news\/mideast\/u-s-airstrikes-yemen-have-increased-sixfold-under-trump-n843886\" target=\"_blank\" rel=\"noopener noreferrer\">sixfold increase in air strikes in Yemen<\/a>.<\/p>\n<p>Since 9\/11, U.S. foreign policy has practically been governed by a Non-Disclosure Agreement. Did you know that U.S. troops are currently engaged in <a href=\"https:\/\/www.nytimes.com\/2018\/05\/03\/opinion\/american-troops-yemen.html\" target=\"_blank\" rel=\"noopener noreferrer\">combat in 14 foreign nations fighting purported terrorists<\/a>? That jolting fact is practically a state secret, though it did slip out in a recent <a href=\"https:\/\/www.nytimes.com\/2018\/05\/03\/opinion\/american-troops-yemen.html\" target=\"_blank\" rel=\"noopener noreferrer\">New York Times editorial<\/a>. After four U.S. soldiers were killed in Niger last October, Sen. <span class=\"rollover-people\" data-behavior=\"rolloverpeople\"><a class=\"rollover-people-link\" href=\"http:\/\/thehill.com\/people\/lindsey-graham\" data-nid=\"188247\">Lindsey Graham<\/a><\/span> (R-S.C.) and Sen. <span class=\"rollover-people\" data-behavior=\"rolloverpeople\"><a class=\"rollover-people-link\" href=\"http:\/\/thehill.com\/people\/charles-schumer\" data-nid=\"188216\">Charles Schumer<\/a><\/span> (D-N.Y.) <a href=\"https:\/\/www.thedailybeast.com\/senators-are-stunned-to-discover-we-have-1000-troops-in-niger\" target=\"_blank\" rel=\"noopener noreferrer\">admitted they did not know that a thousand U.S. troops were deployed to that African nation<\/a>. Graham, a member of the Senate Armed Services Committee, admitted, \u201c<a href=\"https:\/\/www.nbcnews.com\/meet-the-press\/meet-press-october-22-2017-n813071\" target=\"_blank\" rel=\"noopener noreferrer\">We don\u2019t know exactly where we\u2019re at in the world militarily and what we\u2019re doing.\u201d<\/a> Congress has utterly defaulted on its role as a check-and-balance on the Pentagon, thereby enabling <a href=\"https:\/\/www.realcleardefense.com\/articles\/2018\/03\/30\/the_pentagons_secret_permanent_wars_113263.html\" target=\"_blank\" rel=\"noopener noreferrer\">a surge in deadly covert interventions<\/a> abroad.<\/p>\n<p>Secrecy is a knavery entitlement program<strong>.<\/strong> Thanks to the ludicrously named Congressional Accountability Act of 1995, <a href=\"https:\/\/www.politico.com\/story\/2017\/12\/15\/congress-harassment-claims-house-office-297734\" target=\"_blank\" rel=\"noopener noreferrer\">victims of alleged sexual harassment by members of Congress<\/a> receive secret taxpayer-funded settlements. That means constituents rarely learn that their tax dollars underwrite their representatives\u2019 allegedly roaming hands. <a href=\"https:\/\/www.usatoday.com\/story\/opinion\/2017\/11\/27\/sexual-harassment-fund-exposes-congress-editorials-debates\/898008001\/\" target=\"_blank\" rel=\"noopener noreferrer\">More than $17 million has been spent in payoffs<\/a> to congressional employees who filed workplace grievances.<\/p>\n<p>At the same time an iron curtain of secrecy descended on much of official Washington, the feds multiplied their intrusions against everyone else. While the National Security Agency is <a href=\"https:\/\/www.nytimes.com\/2018\/05\/04\/us\/politics\/nsa-surveillance-2017-annual-report.html\" target=\"_blank\" rel=\"noopener noreferrer\">vacuuming<\/a> up Americans\u2019 private data, federal agencies made the decision more than <a href=\"https:\/\/www.archives.gov\/press\/press-releases\/2017\/nr-17-69\" target=\"_blank\" rel=\"noopener noreferrer\">50 million times to classify documents in 2016.<\/a> The Freedom of Information Act, one of the underrated bulwarks of self-government, has <a href=\"https:\/\/apnews.com\/714791d91d7944e49a284a51fab65b85\" target=\"_blank\" rel=\"noopener noreferrer\">become largely a mirage in recent decades.<\/a><\/p>\n<p>The more information the government withholds, the easier it becomes to manipulate public opinion. By revealing only details that buttress the administration\u2019s policies, citizens are prevented from assessing the latest power grabs or interventions. As a federal appeals court warned in 2002:<\/p>\n<blockquote><p>\u201cWhen <a href=\"https:\/\/www.washingtonpost.com\/archive\/opinions\/2002\/08\/28\/dying-behind-closed-doors\/408f7b8a-7dce-48c9-9ad9-bf1c6c74042a\/?utm_term=.3d8b9d7f272f\" target=\"_blank\" rel=\"noopener noreferrer\">government begins closing doors<\/a>, it selectively controls information rightfully belonging to the people. Selective information is misinformation.\u201d<\/p><\/blockquote>\n<p>Trump won the presidency in 2016 in part because of Americans\u2019 disgust and distrust for Washington. By perpetuating the vast majority of official secrecy and creating new cloaks, Trump is missing his best shot against <a href=\"https:\/\/www.cnn.com\/2018\/01\/02\/politics\/president-donald-trump-deep-state\/index.html\" target=\"_blank\" rel=\"noopener noreferrer\">what he calls the Deep State<\/a>. Sunlight would be far more effective at draining the swamp than Trump\u2019s huffing and puffing.<\/p>\n<p>Secrecy is perhaps the ultimate incumbent protection policy, and\u00a0Trump may profit from muzzling federal agencies like he tries to do with old flames.
