Excessive yawning, strong body odor \u2014\u00a0these are two ways you could become a target in TSA’s new secret program, which treats ordinary people like terrorists.<\/em><\/h4>\n<\/div>\n<\/div>\n

If you fall asleep or use the bathroom during your next flight, those incriminating facts could be added to your federal dossier.\u00a0Likewise, if you use your laptop or look at noisy children seated nearby with a \u201ccold, penetrating stare<\/a>,\u201d that may be included on your permanent record.\u00a0If you fidget, sweat\u00a0or have \u201cstrong body odor\u201d \u2014\u00a0BOOM! the feds are onto you.<\/p>\n

Welcome to the latest profiling idiocy from the Transportation Security Administration.\u00a0TSA\u2019s Quiet Skies surveillance program is spurring federal air marshals to target dozens of Americans each day on the flimsiest of pretexts. The secret program, first exposed by Jana Winter in The Boston Globe, is security theater at its best.<\/p>\n

What does it take to become a Quiet Skies target? \u201cThe criteria for surveillance appear fluid. Internal agency emails show some confusion about the program\u2019s parameters and implementation,\u201d The Globe noted.<\/p>\n

Anyone who has recently traveled to Turkey can apparently be put on the list \u2014\u00a0as well as people \u201cpossibly affiliated\u201d with someone on a terrorist watchlist (which contain more than a million names<\/a>). The program is so slipshod that it has targeted at least one airline flight attendant and a federal law enforcement agent.<\/p>\n

After a person makes the Quiet Skies list, a TSA air marshal team is placed on his\u00a0next flight.\u00a0Marshals receive \u201ca file containing a photo and basic information\u201d and carefully note whether\u00a0the suspect\u2019s \u201cappearance was different from information provided\u201d\u00a0\u2014\u00a0such as whether he\u00a0has\u00a0\u201cgained weight,\u201d is\u00a0\u201cbalding\u201d or \u201cgraying,\u201d has\u00a0a beard\u00a0or \u201cvisible tattoos\u201d (bad news for Juggalo fans of the Insane Clown Posse).\u00a0Marshals record and report any \u201csignificant derogatory information\u201d on suspects.<\/p>\n

Unjust targeting of innocent Americans<\/h3>\n

TSA air marshals follow travelers targeted by this program, even writing down their license plates.\u00a0Marshals must ascertain whether a \u201csubject was abnormally aware of surroundings.\u201d\u00a0Does that include noticing the undercover G-men who are stalking them in the parking lot? No wonder the president of the Air Marshal Association, John Casaretti, considers the program unjustified<\/a>.<\/p>\n

Unfortunately, Americans have no idea how many other secret profiling programs TSA is conducting.\u00a0The New York Times recently revealed that TSA has a covert watchlist <\/a>for troublesome passengers, including anyone whose behavior is \u201coffensive\u201d to TSA agents. Anyone who \u201cloitered\u201d near a TSA checkpoint could make that list, as could any woman who pushes a screener\u2019s groping hands away from her breasts.\u00a0In reality, anyone who refuses to kowtow to any command a TSA agent issues could be labeled a troublemaker.<\/p>\n

TSA\u2019s previous secret profiles have spurred agents to unjustifiably target legions of innocent Americans and disrupt their travel. Thousands of\u00a0TSA behavior detection officers have lurked in airports, seeking to detect would-be terrorists by their\u00a0yawning, hand-wringing\u00a0and gazing down. A secret TSA list of terrorist warning signs<\/a> included anyone who expresses “excessive complaints about the (TSA) screening\u00a0process.\u201d<\/p>\n

More than 30 TSA agents complained in 2012 that the behavior-detection program at Boston\u2019s Logan International Airport had become a \u201ca magnet for racial profiling, targeting not only Middle Easterners\u00a0but also blacks, Hispanics and other minorities,\u201d The\u00a0Times reported<\/a>. The agents relied on \u201cterrorist profiles,\u201d such as black guys wearing baseball caps backward or Hispanics traveling to Miami.<\/p>\n

In Honolulu, TSA agents were nicknamed \u201cMexicutioners<\/a>\u201d for harassing Mexican travelers, while TSA agents in Newark, New Jersey,\u00a0were derided as \u201cMexican hunters<\/a>\u201d by their colleagues.<\/p>\n

Americans shouldn’t have to forfeit dignity<\/h3>\n

The Government Accountability Office walloped the Behavior Detection Program last year, scoffing at the notion that TSA agents could spot terrorists<\/a> by \u201cassessing the way an individual swallows or evaluating the degree to which an individual\u2019s eyes are open.\u201d<\/p>\n

TSA insisted the program was justified<\/a> because agents watched for\u00a0\u201cunusual exposed wires or electrical switches on a person\u201d seeking to board a plane.\u00a0The agency assumes would-be terrorists are as boneheaded as TSA policymakers.<\/p>\n

Unfortunately, few people in official Washington are willing to recognize or admit TSA\u2019s most absurd terrorist profile: the assumption that average Americans are so perilous that they must forfeit their privacy and dignity at TSA checkpoints. Then-TSA chief John Pistole admitted in 2014 <\/a>that\u00a0\u201cthe vast majority of people pose little to no threat to aviation.\u201d<\/p>\n

This has not deterred the TSA from endlessly concocting lists of terrorist warning signs that fail the laugh test.\u00a0To justify its\u00a0<\/strong>$7.9\u00a0billion budget<\/a> and its 43,000 federal screeners <\/a>waiting to peruse shoes, belts\u00a0and carry-on snacks, the TSA must continue the fable that every grandmother in a wheelchair and every child\u00a0poses a dire threat that justifies endless pawing.<\/p>\n

After\u00a0nearly 17\u00a0years of follies and floundering, TSA has forfeited its right to domineer the American people.<\/p>\n
