This is the second crash of the new Boeing model Max 8 since October. Investigators have only begun sorting out this tragedy but some experts suggest that the plane\u2019s <a href=\"https:\/\/www.usatoday.com\/story\/news\/nation\/2019\/03\/10\/ethiopian-airlines-crash-boeing-questions-737-max-8-safety\/3126793002\/\" data-track-label=\"inline|intext|n\/a\">automated safety software<\/a> may\u00a0have prevented the pilot from preventing the fatal plunge.<\/p>\n<p class=\"speakable-p-2 p-text\">If software and sensors designed to prevent crashes actually increased the risk of catastrophe, then the Boeing accidents are another reminder that safety policies can have unintended fatal consequences.<\/p>\n<p class=\"p-text\">Unfortunately, policymakers routinely ignore the unforeseen costs of well-intended safety efforts. For instance, the Transportation Security Administration, seeking to make air travel perfectly safe from terrorists in the months after 9\/11, spawned airport checkpoint regimes that are so intrusive that many Americans choose to drive instead.\u00a0 A\u00a0Cornell University study\u00a0estimated that TSA\u2019s heavy-handed policies helped boost traffic fatalities by at least\u00a0<a href=\"https:\/\/papers.ssrn.com\/sol3\/papers.cfm?abstract_id=677549\" data-track-label=\"inline|intext|n\/a\">1,200<\/a>\u00a0<a href=\"https:\/\/papers.ssrn.com\/sol3\/papers.cfm?abstract_id=677549\" data-track-label=\"inline|intext|n\/a\">additional deaths<\/a>.<\/p>\n<p class=\"p-text\">A\u00a0<a href=\"https:\/\/www.govexec.com\/excellence\/promising-practices\/2012\/11\/tsa-killing-us\/59651\/\" data-track-label=\"inline|intext|n\/a\">Business Week analysis<\/a>\u00a0noted, \u201cTo make flying as dangerous as using a car, a four-plane disaster on the scale of 9\/11 would have to occur every month, according to an analysis published in the American Scientist.\u2026People switching from air to road transportation in the aftermath of the 9\/11 attacks led to an increase of 242 driving fatalities per month \u2014 which means that a lot more people died on the roads as an indirect result of 9\/11 than died from being on the planes that terrible day.\u201d<\/p>\n<div id=\"module-position-RoMZJBB-HCM\" class=\"story-asset image-asset\"><\/div>\n<p class=\"p-text\">Air bags \u2014 which are explosive devices built into car dashboards \u2014 epitomize the perils of safety mandates \u2014 especially when their harm is\u00a0shrouded in coverups. By the late 1990s, about 66 children and short female adults\u00a0had been killed by air bags,\u00a0and over <a href=\"https:\/\/www.washingtonpost.com\/archive\/politics\/1997\/06\/01\/from-life-saver-to-fatal-threat\/56d05b9e-a1bc-49b7-beb4-43480762b25e\/?utm_term=.35e75d2aab3c\" data-track-label=\"inline|intext|n\/a\">300,000 people<\/a> were injured by the bags each year, according to the federal Department of Transportation. The Department of Transportation was informed in<a href=\"https:\/\/www.washingtonpost.com\/archive\/politics\/1996\/11\/21\/us-doubts-on-air-bags-date-to-69\/8a04ec69-2d4e-4fec-8766-3d82dfdd9c8d\/?utm_term=.1730b1fbb552\" data-track-label=\"inline|intext|n\/a\"> the late 1960s<\/a> that the devices could pose severe safety risks for some passengers. But the information was suppressed because, as a confidential 1991 NHTSA memorandum noted, \u201cbad press [on air bag deaths]\u00a0could cause a lot of harm to the public\u2019s positive perception\u201d of air bags.<\/p>\n<h3 class=\"presto-h3\">Cycling safety can cause\u00a0more harm<\/h3>\n<p class=\"p-text\">Urban bicycling is another area where policies pursuing safety benefited morticians. Dedicated bike lanes were supposed to create a safe haven for two wheelers.\u00a0But painting stripes on streets has\u00a0not <a href=\"https:\/\/business.financialpost.com\/opinion\/lawrence-solomon-rip-out-the-bike-lanes-before-more-innocent-people-get-hurt\" data-track-label=\"inline|intext|n\/a\">boosted prudence<\/a> among either intolerant drivers or cyclists who ride in rush hour traffic with ear buds that cripple their awareness of perils.\u00a0 Bicyclist fatalities have\u00a0increased <a href=\"https:\/\/qz.com\/1554951\/the-rise-of-cycling-and-pedestrian-traffic-deaths-in-us-cities\/\" data-track-label=\"inline|intext|n\/a\">25 percent<\/a> since 2010.<\/p>\n<p class=\"p-text\">Even common sense safety devices such as bicycle helmets can have counterproductive results. A British researcher found\u00a0that automobiles <a href=\"https:\/\/qz.com\/1474671\/scientists-are-still-debating-whether-bike-helmets-are-actually-safe\/\" data-track-label=\"inline|intext|n\/a\">drive closer<\/a>\u00a0to cyclists wearing helmets. Other studies have shown that cyclists wearing helmets ride more aggressively (if not <a href=\"https:\/\/www.theguardian.com\/science\/2016\/jan\/24\/bike-helmet-appetite-danger\" data-track-label=\"inline|intext|n\/a\">recklessly<\/a>) than they otherwise would.\u00a0While some riders view helmets as Guardian Angels,\u00a0headgear does not protect\u00a0against the <a href=\"http:\/\/sciencenordic.com\/bike-helmets-are-less-effective-we-think\" data-track-label=\"inline|intext|n\/a\">vast majority<\/a> of injuries cyclists suffer.\u00a0Besides, as a <a href=\"https:\/\/www.vox.com\/2014\/5\/16\/5720762\/stop-forcing-people-to-wear-bike-helmets\" data-track-label=\"inline|intext|n\/a\">Vox analysis<\/a> noted, \u201con a per trip basis, biking causes more deaths than driving.\u201d<\/p>\n<h3 class=\"presto-h3\">FDA&#8217;s safety rules hurt waiting people<\/h3>\n<p class=\"p-text\">When it comes to collateral damage from safety mandates, it is difficult to compete with the Food and Drug Administration. The FDA\u2019s glacial, incredibly\u00a0expensive <a href=\"https:\/\/goldwaterinstitute.org\/wp-content\/uploads\/2018\/11\/Studied-to-Death-web.pdf\" data-track-label=\"inline|intext|n\/a\">procedures <\/a>for approving new drugs has\u00a0perennially blocked Americans\u00a0from medications that could have saved their lives.\u00a0<a href=\"https:\/\/www.ipi.org\/docLib\/pr143-fda.pdf-OpenElement.pdf\" data-track-label=\"inline|intext|n\/a\">Robert Goldberg<\/a> of George\u00a0Washington University\u2019s Center on Neuroscience, Medical Progress, and Society estimated in 1996 that \u201cFDA delays in allowing U.S. marketing of drugs used safely and effectively elsewhere around the world have cost the lives of at least 200,000 Americans over the <a href=\"https:\/\/www.cato.org\/publications\/commentary\/fda-can-be-dangerous-health\" data-track-label=\"inline|intext|n\/a\">past 30 years<\/a>.\u201d\u00a0As Competitive Enterprise\u00a0Institute\u2019s <a href=\"https:\/\/cei.org\/expert\/sam-kazman\" data-track-label=\"inline|intext|n\/a\">Sam Kazman<\/a>\u00a0observed, \u201cWhenever\u00a0FDA announces\u00a0its\u00a0approval\u00a0of\u00a0a\u00a0major\u00a0new drug or device, the question that needs to be asked is: If this drug will start saving lives tomorrow, then how many people died yesterday <a href=\"http:\/\/www.jpands.org\/vol15no4\/kazman.pdf\" data-track-label=\"inline|intext|n\/a\">waiting for the agency<\/a> to act?\u201d<\/p>\n<p class=\"p-text\">Boeing, unlike federal agencies, does not enjoy sovereign immunity and thus will have every incentive to speedily correct any defects that are discovered in its 737s.
