There&#8217;s a scandal in the Economic Development Authority (EDA) &#8211; a busload of folks got indicted &#8211; lots of embezzlement charges flying around. EDA&#8217;s tend to be political slush funds and have been motherlodes of scandal forever. One news report suggested that this may prove to be the <a href=\"https:\/\/www.localdvm.com\/news\/councilwoman-warns-front-royal-officials-of-eda-scandal-four-years-earlier\/\">&#8220;largest embezzlement scandal&#8221; in Virginia history.<\/a>\u00a0 The Post photo in the linked article shows that the EDA is headquartered on a notorious Superfund site. Great optics&#8230; I&#8217;d be interested to hear what Warren County folks think of this.<\/p>\n<p>Here&#8217;s a link to the <a href=\"https:\/\/www.washingtonpost.com\/local\/virginia-politics\/county-government-officials-in-virginia-charged-in-embezzlement-investigation\/2019\/09\/24\/e4695f72-deed-11e9-be96-6adb81821e90_story.html\">Washington Post article<\/a> on the indictments.<\/p>\n<p>Here&#8217;s a link to an excellent second<a href=\"https:\/\/www.washingtonpost.com\/local\/virginia-news\/millions-of-dollars-are-missing-the-sheriff-is-dead-a-small-virginia-town-wants-answers\/2019\/09\/24\/1a0be2fe-c061-11e9-b873-63ace636af08_story.html\"> Washington Post article<\/a> dealing numerous scandals in Front Royal in recent years &#8211; much worse than I suspected.<\/p>\n<p><span dir=\"ltr\"><span class=\"_3l3x\">The woman at the center of the corruption scandal claimed she had invented a method to win big $$$ while playing slot machines &#8211; and that explained all the money she had laying around. Should have been a warning sign. Here&#8217;s a <a href=\"https:\/\/www.roanoke.com\/news\/casey-scandals-rock-northern-shenandoah-valley-town\/article_fd9aaacb-a221-5909-a6c3-0ef3d03b0076.html\">link to a Roanoke Times piece<\/a> on Front Royal&#8217;s scandals from a few months ago.<br \/>\n<\/span><\/span><\/p>\n<p>Here is a good run-down of the scandal warning signs that were disregarded in the<a href=\"https:\/\/royalexaminer.com\/exploring-warren-countys-eda-financial-scandal-how-did-it-happen\/\"> Royal Examiner.<\/a><\/p>\n<p><span dir=\"ltr\"><span class=\"_3l3x\">The mayor of Front Royal got busted for going to a massage parlor that was a front for prostitution recently. He denied wrongdoing and charges were dropped a few months later after he resigned.\u00a0 Here&#8217;s a link to <a href=\"https:\/\/www.localdvm.com\/news\/group-accused-of-running-bawdy-house-appear-in-court-day-after-tharpe\/\">the story on the prostitution bust<\/a>, including photos of the four people accused. The pictures &#8212; well&#8230;\u00a0 As a friend commented on Facebook, &#8220;Not exactly a Heidi Fleiss operation. I feel Front Royal voters deserve a mayor with better taste.&#8221;<br \/>\n<\/span><\/span><\/p>\n<p>Here&#8217;s a link to a report on the <a href=\"https:\/\/cumulis.epa.gov\/supercpad\/cursites\/csitinfo.cfm?id=0302606\">Front Royal Viscose Corp.\/Avtex Superfund debacle<\/a>.\u00a0 This was apparently at the center of some of the latest scandal.\u00a0 Here is a link to a <a href=\"https:\/\/jimbovard.com\/blog\/2018\/12\/24\/new-york-times-bankrupt-environmentalism-1990-1985\/\">1985 New York Times op-ed<\/a> I wrote on Superfund, and here&#8217;s a 1987 policy analysis I wrote on &#8220;<a href=\"https:\/\/www.cato.org\/publications\/policy-analysis\/real-superfund-scandal\">The Real Superfund Scandal.<\/a>&#8221;<\/p>\n<p>The Front Royal site was touted as a Superfund &#8220;brownfields success story&#8221; but that didn&#8217;t work out so well.\u00a0 That Viscose plant often made the town smell worse than a crematorium.<\/p>\n<p><a href=\"http:\/\/jimbovard.com\/blog\/wp-content\/uploads\/2019\/09\/frontroyalviscos.png\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-medium wp-image-14041\" src=\"http:\/\/jimbovard.com\/blog\/wp-content\/uploads\/2019\/09\/frontroyalviscos-800x500.png\" alt=\"\" width=\"800\" height=\"500\" srcset=\"https:\/\/jimbovard.com\/blog\/wp-content\/uploads\/2019\/09\/frontroyalviscos-800x500.png 800w, https:\/\/jimbovard.com\/blog\/wp-content\/uploads\/2019\/09\/frontroyalviscos-150x94.png 150w, https:\/\/jimbovard.com\/blog\/wp-content\/uploads\/2019\/09\/frontroyalviscos-768x480.png 768w, https:\/\/jimbovard.com\/blog\/wp-content\/uploads\/2019\/09\/frontroyalviscos.png 900w\" sizes=\"auto, (max-width: 800px) 100vw, 800px\" \/><\/a><\/p>\n<p>***<\/p>\n<p>I have also written about economic development slush funds.\u00a0 Here&#8217;s a 1988 New Republic piece on the graft in the Job Training Partnership Act, one of the Reagan administration&#8217;s (and Dan Quayle&#8217;s) proudest achievements &#8211;<\/p>\n<p>The New Republic<\/p>\n<p>September 12, 1988<\/p>\n<p>SECTION: Vol. 199 ; No. 11-12 ; Pg. 19; ISSN: 0028-6583<\/p>\n<p>LENGTH: 1070 words<\/p>\n<p>HEADLINE: Quayle&#8217;s egg: his only legislative achievement.<\/p>\n<p>BYLINE: Bovard, James<\/p>\n<p>BODY:<br \/>\nQUAYLE&#8217;S EGG<\/p>\n<p>ASKED WHAT substantive legislative accomplishment he can point to after four<br \/>\nyears in the House and eight years in the Senate, Dan Quayle has but one: the<br \/>\n1982 Job Training Partnership Act. Quayle praised himself in his New Orleans<br \/>\nacceptance speech for this federal job subsidy program even as he denounced<\/p>\n<p>its co-author, Senator Edward Kennedy, as big-government liberalism incarnate.<\/p>\n<p>JTPA replaced &#8220;CETA,&#8221; the notoriously wasteful federal jobs program of the<br \/>\n1970s that featured programs like building artificial rocks for rock climbers to<br \/>\npractice on. The $ 3 billion-a-year JTPA is a 1980s-style program: it is<br \/>\nsupposed to demonstrate the possibilities for government-business cooperation.<br \/>\nBut the reality in Quayle&#8217;s own state of Indiana shows that JTPA is nothing but<br \/>\nwelfare for corporations and public service agencies.<\/p>\n<p>In line with orthodox Republican thought, JTPA is administered through the<br \/>\nstates. It does not create jobs so much as shift them around. JTPA gave $<br \/>\n600,000 to a company moving 140 jobs from a factory just north of the<br \/>\nIndiana-Michigan state line to a site just south of it. The Shenango Company, a<br \/>\nfoundry operation in Dover, Ohio, is closing down its union plant in Ohio and<br \/>\nrelocating in Terre Haute, Indiana, with $ 100,000 in job training help from<br \/>\nJTPA. Hebrew National Kosher Foods Inc. became mired in a labor dispute in<br \/>\nQueens, New York, shifted its operation to Indianapolis, and received JTPA funds<br \/>\nto train 49 new workers. Arvin Industries is closing down factories employing<br \/>\n1,140 people in Greenwood and Franklin, Indiana, and&#8211;with $ 2.5 million from<br \/>\nJTPA&#8211;is setting up a new factory employing 200 people in conjunction with a<br \/>\nJapanese partner in Madison, Indiana. As Tim Kelley, an Indiana Employment and<br \/>\nTraining Service employee and former president of AFSCME Local 397, observes,<\/p>\n<p>&#8220;If you&#8217;re a business, you can either rob banks or threaten to move your<br \/>\nplant&#8211;you get money either way.&#8221;<\/p>\n<p>IN SEVERAL CASES JTPA not only paid companies to train workers at the new<br \/>\nlocation, but also provided &#8220;dislocated worker assistance&#8221; to workers laid off<br \/>\nat the old location&#8211;such as $ 525,000 in federal job aid for laid-off Arvin<br \/>\nworkers. This is a &#8220;cat-chasing-its-tail&#8221; model of economic development.<\/p>\n<p>JTPA is spending a modest $ 8 million to train new employees for a Subaru<br \/>\nplant in Lafayette, Indiana. JTPA funds are being spent for flying Indianas to<br \/>\nJapan for special training, and for teaching Japanese English so that they can<br \/>\ntrain American employees. The huge JTPA expenditure for Subaru has caused a<br \/>\nshortfall in other job-training funds in the Lafayette area, resulting in sharp<br \/>\ncutbacks in programs to teach remedial reading to low-income adults. The state<br \/>\nof Indiana also gave $ 267,000 to Subaru for a special executive search to find<br \/>\na U.S. executive for the Subaru plant.<\/p>\n<p>JTPA funds are being used to train employees for other Japanese<br \/>\njoint-venture projects in Indiana. If the Japanese government were paying for<br \/>\nthe job-training costs of Japanese companies, members of Congress would scream<br \/>\n&#8220;unfair trade!&#8221; Yet apparently it is OK for U.S. taxpayers to pay for<br \/>\njob-training costs of Japenese-owned corporations.<\/p>\n<p>Many companies are getting federal dollars for in-house &#8220;customized<br \/>\ntraining&#8221; of newly hired workers. But many of these &#8220;trainees&#8221; are already<br \/>\nexperts in their occupation. A new supermarket in Tell City, Indiana, spent JTPA<br \/>\nfunds to &#8220;train&#8221; former Kroger&#8217;s supermarket employees&#8211;including a few with<br \/>\nover 30 years&#8217; experience in the business. The Terre Haute Tribune-Star recently<br \/>\nreported complaints by several JTPA trainees that their training was a waste of<br \/>\ntime. One said: &#8220;How much on-the-job training does it take to do his task ? I<br \/>\ncould show my ten-year-old kid, and he could do it.&#8221;<\/p>\n<p>The most colorful JTPA boondoggle is a category called<br \/>\n&#8220;employment-generating activities&#8221;&#8211;spending federal money on activities that<br \/>\nare supposed to create new jobs. In Peru, Indiana, the local private industry<br \/>\ncouncil spent $ 5,000 to help start up a circus museum&#8211;claiming that a circus<br \/>\nmuseum would attract tourists, and thereby create jobs. JTPA funds paid more<br \/>\nthan $ 15,000 for the mayor of Brazil, Indiana, and his son to travel to Japan<br \/>\nfishing for new investors. JTPA funds even paid for the mayor&#8217;s gifts to<br \/>\nJapanese businessmen. The Western Indiana Private Industry Corporation spent $<br \/>\n12,000 on a feasibility study to set up a prep school for Japanese students.<br \/>\nJTPA recently sent Mayor J. Mark Lawyer of Anderson, Indiana, to Sweden.<\/p>\n<p>Jobworks Incorporated in Fort Wayne is paying a consultant $ 86,000 a year<br \/>\nto help local businesses with federal contracts. This is wonderful: using<\/p>\n<p>federal tax dollars to snare more federal tax dollars for Indiana. Many local<br \/>\n&#8220;private industry councils&#8221; are using JTPA money to advertise in Forbes,<br \/>\nFortune, and Business Week to attract businesses to their area (in competition,<br \/>\nof course, against all the other JTPA-financed private industry councils).<\/p>\n<p>In some states, government agencies are making huge profits of of JTPA<br \/>\ncontracts and using the bounty to finance new government office buildings,<br \/>\naccording to a confidential November 18, 1987, memo by Labor Department<br \/>\nAssistant Secretary Roger Semerad. Federal and state governments have made<br \/>\nlittle effort to ensure sound contracting procedures under JTPA. A December 7,<br \/>\n1987, confidential Indiana audit on JTPA grants in East Central Indiana<br \/>\nconcluded, &#8220;There was no analysis of the price charged to determine if it was<br \/>\nreasonable, and all contracts lack emphasis on training-related placements.&#8221; One<br \/>\n$ 3 million JTP a contract &#8220;did not contain a budget or financial breakdown nor<br \/>\na description of activities to be performed.&#8221; The grant recipient, Community and<br \/>\nFamily Services of Portland, Indiana, apparently had set up its own load fund to<br \/>\nrecycle the large profits it made off of JTPA contracts.<\/p>\n<p>As with all such giveaway programs, stories of loose bookkeeping and fiscal<br \/>\nabuses abound. And stories of actual corruption are starting to sprout as well.<br \/>\nIn neighboring Ohio, a Cleveland Plain Dealer investigation revealed that<br \/>\nGovernor Richard Celeste&#8217;s operatives had directed $ 1.7 million in JTPA<\/p>\n<p>contracts to contributors to Celeste&#8217;s campaign, including some grants that<br \/>\nstate JTPA authorities derided as &#8220;worthless.&#8221;<\/p>\n<p>So much for Quayle&#8217;s legislative record.
