(public domain)<\/div>\n<div class=\"c-single-blog__content c-content \">\n<p>***<\/p>\n<p>This month marks the 75th anniversary of the infamous meeting at Yalta of Soviet dictator Josef Stalin, British Prime Minister Winston Churchill, and President Franklin Roosevelt. Yalta has become a synonym for the abandonment of oppressed people and helped inspire the 1952 Republican <a href=\"https:\/\/www.lawliberty.org\/2015\/02\/04\/duped-at-yalta\/\">campaign theme<\/a> \u201c20 years of treason.\u201d It is time now to recall and recognize the lessons of that betrayal.<\/p>\n<p>FDR painted World War II as a crusade for democracy, hailing Stalin as a partner in liberation. From 1942 through 1945, the U.S. government consistently deceived the public about the character of the Soviet Union. Roosevelt praised Soviet Russia as one of the \u201cfreedom-loving Nations\u201d and stressed that Stalin is \u201c<a href=\"https:\/\/newrepublic.com\/minutes\/148996\/brief-history-american-presidents-praising-dictators\">thoroughly conversant with the provisions of our Constitution<\/a>.\u201d Harold Ickes, one of FDR\u2019s top aides, proclaimed that communism was \u201cthe antithesis of Nazism\u201d because it was based on \u201c<a href=\"https:\/\/books.google.com\/books?id=fa4fAQAAQBAJ&amp;pg=PT285&amp;lpg=PT285&amp;dq=ickes+%22belief+in+the+control+of+the+government,+including+the+economic+system,+by+the+people+themselves%22&amp;source=bl&amp;ots=d3At6NzBzZ&amp;sig=ACfU3U3R1UEzPkkCgkEvbFGxShUJoqdqbQ&amp;hl=en&amp;sa=X&amp;ved=2ahUKEwi-wqmx_dHnAhWCiOAKHVxnDYkQ6AEwAHoECAgQAQ#v=onepage&amp;q=ickes%20%22belief%20in%20the%20control%20of%20the%20government%2C%20including%20the%20economic%20system%2C%20by%20the%20people%20themselves%22&amp;f=false\">belief in the control of the government<\/a>, including the economic system, by the people themselves.\u201d (Shades of Bernie Sanders!)<\/p>\n<p>The fact that the Soviet regime had been the most oppressive government in the world during the 1930s was irrelevant so far as FDR was concerned. As Georgetown University professor Derek Leebaert, author of <i>Magic and Mayhem<\/i>, observed, \u201c<a href=\"https:\/\/www.theamericanconservative.com\/articles\/worst-and-brightest\/\">FDR remarked that most<\/a> of what he knew about the world came from his stamp collection.\u201d<\/p>\n<p>Yalta was preceded by years of pro-Soviet propaganda by the U.S. government and its media lackeys. In his <a href=\"https:\/\/www.presidency.ucsb.edu\/documents\/state-the-union-message-congress\">1944 State of the Union address<\/a>, FDR denounced those Americans with \u201csuch suspicious souls\u2014who feared that I have made \u2018commitments\u2019 for the future which might pledge this Nation to secret treaties\u201d at the summit of Allied leaders in Tehran the previous month. This helped set the two-tiered attack that dominated much of post-war American foreign policy\u2014denouncing cynics and betraying foreigners whom the U.S. government claimed to champion. Never mind that Soviet spies had already <a href=\"https:\/\/www.cia.gov\/library\/center-for-the-study-of-intelligence\/kent-csi\/vol47no1\/html\/v47i1a02p.htm\">infiltrated Washington<\/a>, including the FDR White House.<\/p>\n<p>Prior to the Yalta conference, FDR <a href=\"https:\/\/www.cia.gov\/library\/center-for-the-study-of-intelligence\/csi-publications\/csi-studies\/studies\/vol47no1\/article02.html#fn7\">reportedly confided to his ambassador, William Bullitt,<\/a> how he felt about Stalin: \u201cI think if I give him everything I possibly can and ask for nothing in return, noblesse oblige, he won\u2019t try to annex anything and will work with me for a world of democracy and peace.\u201d\u00a0Stalin wanted assurances from FDR and Churchill that millions of Soviet citizens who had been captured during the war by the Germans or who had abandoned the Soviet Union would be forcibly returned. After the war ended, Operation Keelhaul <a href=\"https:\/\/www.amazon.com\/Operation-Keelhaul-Forced-Repatriation-Present\/dp\/0815964072\">forcibly sent two million Soviets<\/a> to <a href=\"https:\/\/thefederalist.com\/2016\/06\/08\/these-soviet-victims-will-never-get-an-american-apology-but-should\/\">certain death or long-term imprisonment<\/a>. Aleksandr Solzhenitsyn called Operation Keelhaul <a href=\"https:\/\/catholicism.org\/the-last-secret-of-world-war-ii.html\">\u201c<\/a>the last secret\u201d of World War II. It was covered up or ignored by Western media until the 1970s.<\/p>\n<p>On March 1, 1945, <a href=\"https:\/\/millercenter.org\/the-presidency\/presidential-speeches\/march-1-1945-address-congress-yalta\">FDR gave a speech to Congress<\/a> on the glorious results of Yalta. His final spiel on Capitol Hill was one of the biggest cons of his career. A few weeks earlier, in the <a href=\"https:\/\/millercenter.org\/the-presidency\/presidential-speeches\/february-11-1945-joint-statement-churchill-and-stalin-yalta\">final communique from Yalta<\/a>, FDR had declared, along with Churchill and Stalin, that \u201ca new situation has been created in Poland as a result of her complete liberation by the Red Army.\u201d Liberation? Tell it to the Marines. FDR then declared to Congress, \u201cThe decision with respect to the boundaries of Poland was, frankly, a compromise\u2026. It will include, in the new, strong Poland, quite a large slice of what now is called Germany.\u201d FDR agreed with Stalin at Yalta to move the border of the Soviet Union far to the west\u2014thereby effectively conscripting 11 million Poles into Soviet citizenship.<\/p>\n<p>Poland was \u201ccompensated\u201d with a huge swath of Germany, a simple cartographic change that spurred vast human carnage. As author R.M. Douglas noted in his 2012 book<i> Orderly and Humane: The Expulsion of the Germans After the Second World War<\/i>, <a href=\"https:\/\/www.chronicle.com\/article\/The-European-Atrocity-You\/132123\">the result was <\/a><\/p>\n<blockquote><p>the largest episode of forced migration, and perhaps the single greatest movement of population, in human history. Between 12 million and 14 million German-speaking civilians \u2013 the overwhelming majority of whom were women, old people, and children under 16 -were forcibly ejected from their places of birth in Czechoslovakia, Hungary, Romania, Yugoslavia, and what are today the western districts of Poland.<\/p><\/blockquote>\n<p><a href=\"https:\/\/www.chronicle.com\/article\/The-European-Atrocity-You\/132123\">At least half a million died as a result.<\/a> George Orwell denounced the \u201crelocation\u201d as an \u201cenormous crime\u201d that was \u201c<a href=\"https:\/\/newrepublic.com\/article\/102925\/orderly-humane-expulsion-germans-richard-evans\">equivalent to transplanting the entire population of Australia<\/a>.\u201d Philosopher Bertrand Russell protested: \u201cAre <a href=\"https:\/\/books.google.com\/books?id=3TfJcZMS6TIC&amp;pg=PA162&amp;lpg=PA162&amp;dq=bertrand+russell+mass+deportations+crimes+when+committed+by+our+enemies+during+war+and+justifiable+measures+of+social+adjustment+when&amp;source=bl&amp;ots=-dhUYsg99y&amp;sig=ACfU3U2Vq0854Ofx4iSNmRVZsn6GzK4JLQ&amp;hl=en&amp;sa=X&amp;ved=2ahUKEwjb6oOI-tHnAhWrSt8KHUmYDmwQ6AEwAXoECAkQAQ#v=onepage&amp;q=bertrand%20russell%20mass%20deportations%20crimes%20when%20committed%20by%20our%20enemies%20during%20war%20and%20justifiable%20measures%20of%20social%20adjustment%20when&amp;f=false\">mass deportations crimes when committed<\/a> by our enemies during war and justifiable measures of social adjustment when carried out by our allies in time of peace?\u201d<\/p>\n<p>FDR signed these death warrants at Yalta. Freda Utley, the mother of <em>TAC<\/em> publisher Jon Utley, did some of the first and best reporting <a href=\"about:blank\">on the vast suffering ensuing from the German<\/a> expulsions. (The U.S. government approved similar brutal mass forcible transfers in the former Yugoslavia during the Clinton administration.)<\/p>\n<p>FDR boasted to Congress, \u201cAs the Allied armies have marched to military victory, they have liberated people whose liberties had been crushed by the Nazis for four long years.\u201d At that point, FDR and the State Department knew this was a total lie for areas that had fallen under the control of the Red Army. Roosevelt also claimed that the deal at Yalta was \u201cthe most hopeful agreement possible for a free, independent, and prosperous Polish people.\u201d Yet he betrayed the exiled Polish government in London and signed off on Soviet-style \u201celections\u201d with no international observers\u2014effectively giving Stalin unlimited sway over Poland\u2019s rulers.<\/p>\n<p>Any illusions about Soviet benevolence towards Poland should have been banished when the Red Army massacred the Polish officer corps at Katyn Forest\u2014an atrocity, according to documents since released by the National Archives, that <a href=\"https:\/\/www.independent.co.uk\/life-style\/history\/us-helped-russia-cover-up-second-world-war-katyn-forest-massacre-8122111.html\">the U.S. government assiduously covered up (and blamed on the Nazis<\/a>).<\/p>\n<p>In a private conversation at Yalta, FDR assured Stalin that he was feeling <a href=\"https:\/\/books.google.com\/books?id=XHYkBQAAQBAJ&amp;pg=PA60&amp;lpg=PA60&amp;dq=roosevelt+stalin+%22more+bloodthirsty%22&amp;source=bl&amp;ots=q6-Rm3Nd2v&amp;sig=ACfU3U2j_t2LR2XELBdQ6mZ3Jp45_6n6Mw&amp;hl=en&amp;sa=X&amp;ved=2ahUKEwjCptjAoNLnAhWqnuAKHYuTCokQ6AEwA3oECAYQAQ#v=onepage&amp;q=roosevelt%20stalin%20%22more%20bloodthirsty%22&amp;f=false\">\u201cmore bloodthirsty\u201d<\/a> than when they\u2019d previously met. Immediately after the Yalta conference concluded, the British and American air forces turned Dresden into an inferno, <a href=\"https:\/\/nzhistory.govt.nz\/war\/d-day\/battle-for-europe\">killing up to 50,000 civilians<\/a>. The Associated Press reported that \u201cAllied air bosses\u201d had engaged in the \u201c<a href=\"https:\/\/books.google.com\/books?id=7Hg9AgAAQBAJ&amp;pg=PA107&amp;lpg=PA107&amp;dq=allied+air+bosses+had+decided+to+adopt+deliberate+terror+bombing+dresden&amp;source=bl&amp;ots=3fRvLmuMyA&amp;sig=ACfU3U0mnHURQ-i8cHZpDj6Fs6pvmg8tIQ&amp;hl=en&amp;sa=X&amp;ved=2ahUKEwitl_2UhdLnAhXRm-AKHZY-Bm4Q6AEwBnoECAoQAQ#v=onepage&amp;q=allied%20air%20bosses%20had%20decided%20to%20adopt%20deliberate%20terror%20bombing%20dresden&amp;f=false\">deliberate terror bombing of great German population centers<\/a> as ruthless expedient to hasten Hitler\u2019s doom.\u201d Ravaging Dresden was intended to \u201c\u2018<a href=\"https:\/\/books.google.com\/books?id=fa4fAQAAQBAJ&amp;pg=PT453&amp;lpg=PT453&amp;dq=thomas+fleming+%22add+immeasurably%E2%80%99+to+FDR%E2%80%99s+strength+in+negotiating+with+the+Russians+at+the+postwar+peace+table%22&amp;source=bl&amp;ots=d3At6NyFv2&amp;sig=ACfU3U3ep3jh-amR-K3p_9aDHjUtxzH4Ow&amp;hl=en&amp;sa=X&amp;ved=2ahUKEwi3xN6C-9HnAhXInuAKHc0FC4kQ6AEwAHoECAEQAQ#v=onepage&amp;q=thomas%20fleming%20%22add%20immeasurably%E2%80%99%20to%20FDR%E2%80%99s%20strength%20in%20negotiating%20with%20the%20Russians%20at%20the%20postwar%20peace%20table%22&amp;f=false\">add immeasurably\u2019 to FDR\u2019s strength in negotiating<\/a> with the Russians at the postwar peace table,\u201d as Thomas Fleming noted in <i>The New Dealers\u2019 War<\/i>.<\/p>\n<p>FDR told Congress that the Yalta Agreement \u201c<a href=\"https:\/\/millercenter.org\/the-presidency\/presidential-speeches\/march-1-1945-address-congress-yalta\">spells the end of the system<\/a> of unilateral action and exclusive alliance and spheres of influence.\u201d By the time he died the following month, FDR knew that democracy was doomed in any turf conquered by the Red Army. Yet the sham had been immensely politically profitable for Roosevelt and his successors kept up much of the charade.<\/p>\n<p>American government secrecy and propaganda efforts did their best to continue portraying World War II as the triumph of good over evil. Yet if Americans had been told in early 1945 of the barbarities that Yalta had approved of regarding captured Soviet soldiers and the brutal mass transfer of German women and children, they would have been aghast. War correspondent Ernie Pyle offered a far more honest assessment: \u201cThe <a href=\"https:\/\/www.nytimes.com\/1989\/08\/31\/opinion\/the-good-war.html\">war gets so complicated and confused<\/a> in my mind; on especially sad days it\u2019s almost impossible to believe that anything is worth such mass slaughter and misery.\u201d<\/p>\n<p>In the decades after Yalta, presidents have continued to invoke lofty goals to justify U.S. military intervention in Vietnam, Afghanistan, Iraq, Libya, and Syria<strong>. In each case, massive secrecy and perennial lies have been necessary to maintain a facade of benevolence.<\/strong> Americans have still not seen the secret files behind the harebrained, contradictory interventions in <a href=\"https:\/\/www.irishtimes.com\/news\/world\/middle-east\/syrian-deal-thwarted-by-obama-s-call-for-assad-to-resign-1.2514224\">Syria from the George W. Bush<\/a> administration <a href=\"https:\/\/observer.com\/2016\/09\/obamas-covert-intervention-wreaks-devastation-on-syria\/\">onwards<\/a>. <strong>The only certainty is that, if we ever learn the full truth, plenty of politicians and other government officials will be revealed to have been bigger scoundrels than was ever suspected.<\/strong><\/p>\n<p>\u201c<a href=\"https:\/\/www.theamericanconservative.com\/articles\/worst-and-brightest\/\">Presidents have lied so much to us<\/a> about foreign policy that they\u2019ve established almost a common-law right to do so,\u201d George Washington University history professor Leo Ribuffo observed in 1998. <strong>On the 75th anniversary of Yalta, Americans have no reason to presume that presidents, top government officials, or much of the media are more trustworthy now than they were during the final years of the \u201cGood War.\u201d<\/strong><\/p>\n<p><i>James Bovard is the author of\u00a0<\/i><a href=\"https:\/\/amzn.to\/2LsDHUb\">Lost Rights<\/a><i>,\u00a0<\/i><a href=\"https:\/\/amzn.to\/2uSsrq2\">Attention Deficit Democracy<\/a><i>, and\u00a0<\/i><a href=\"https:\/\/amzn.to\/2mN0dbO\">Public Policy Hooligan<\/a><i>.
