Bush has returned to the spotlight to give moral guidance to America in these troubled times. In <a href=\"https:\/\/thehill.com\/homenews\/500777-george-w-bush-on-floyd-protests-achieving-justice-for-all-is-the-duty-of-all\" target=\"_blank\" rel=\"noopener noreferrer\"> a statement released on Tuesday<\/a>, Bush announced that he was \u201canguished\u201d by the \u201cbrutal suffocation\u201d of George Floyd and declared that \u201clasting peace in our communities requires truly equal justice. The rule of law ultimately depends on the fairness and legitimacy of the legal system. And achieving justice for all is the duty of all.\u201d<\/p>\n<p>Bush\u2019s declaration was greeted with thunderous applause by the usual suspects who portray him as the virtuous Republican in contrast to Trump. While the <strong>media portrays Bush\u2019s pious piffle as a visionary triumph\u00a0of principle, Americans need to vividly recall the lies and atrocities that permeated his eight years as president.<\/strong><\/p>\n<p>In an October 2017 speech in a \u201cnational forum on liberty\u201d at the George W. Bush Institute in New York City, Bush bemoaned that \u201c<a href=\"https:\/\/time.com\/4989764\/george-w-bush-bigotry-seems-emboldened-speech-transcript\/\" target=\"_blank\" rel=\"noopener noreferrer\">Our politics seems more vulnerable to conspiracy theories and outright fabrication<\/a>.\u201d Coming from Bush, this had as much credibility as former president <a href=\"http:\/\/thehill.com\/people\/bill-clinton\" target=\"_blank\" rel=\"noopener noreferrer\">Bill Clinton<\/a> bewailing the decline of chastity.<\/p>\n<p>Most media coverage of Bush nowadays either ignores the falsehoods he used to take America to war in Iraq or portrays him as a good man who received incorrect information. But Bush was lying from the get-go on Iraq and was determined to drag the nation into another Middle East war. From January 2003 onwards, Bush constantly portrayed the US\u00a0as an innocent victim of Saddam Hussein\u2019s imminent aggression and repeatedly claimed that <a href=\"https:\/\/usatoday30.usatoday.com\/news\/opinion\/editorials\/2003-08-13-forum-bush_war_x.htm\" target=\"_blank\" rel=\"noopener noreferrer\"> war was being \u201cforced upon us.\u201d That was never the case<\/a>. As the\u00a0<a href=\"https:\/\/publicintegrity.org\/politics\/false-pretenses\/\" target=\"_blank\" rel=\"noopener noreferrer\">Center for Public Integrity reported<\/a>, Bush made &#8220;232 false statements about weapons of mass destruction in Iraq and another 28 false statements about Iraq\u2019s links to Al Qaeda.&#8221;\u00a0As the lies by which he sold the Iraq War unraveled, Bush resorted to vilifying critics as <a href=\"http:\/\/www.brendan-nyhan.com\/blog\/2006\/01\/bush_attacks_di.html\" target=\"_blank\" rel=\"noopener noreferrer\"> traitors in a 2006 speech to the Veterans of Foreign Wars<\/a>.<\/p>\n<p><strong>Bush\u2019s lies led to the killing of more than four thousand American troops and hundreds of thousands of Iraqi civilians. But since those folks are dead and gone anyhow, the media instead lauds Bush\u2019s selection to be in<a href=\"https:\/\/dcist.com\/story\/19\/08\/02\/kennedy-center-picks-george-w-bushs-artwork-for-first-exhibit-in-new-venue\/\" target=\"_blank\" rel=\"noopener noreferrer\"> a Kennedy Center art show<\/a>\u00a0displaying his borderline primitive oil paintings.<\/strong><\/p>\n<p>In February 2018, Bush was paid lavishly to give a prodemocracy speech in the <a href=\"https:\/\/newint.org\/blog\/2015\/09\/07\/uae-human-rights\" target=\"_blank\" rel=\"noopener noreferrer\"> United Arab Emirates, ruled by a notorious Arab dictatorship<\/a>. He proclaimed: \u201c<a href=\"https:\/\/www.washingtonpost.com\/news\/politics\/wp\/2018\/02\/08\/george-w-bush-says-theres-pretty-clear-evidence-that-russia-meddled-in-u-s-election\/?utm_term=.cfa0ee8626c2\" target=\"_blank\" rel=\"noopener noreferrer\">Our democracy is only as good as people trust the results<\/a>.\u201d He openly fretted about <a href=\"https:\/\/www.politico.com\/story\/2018\/02\/08\/george-w-bush-russia-election-meddling-398173\" target=\"_blank\" rel=\"noopener noreferrer\"> Russian \u201cmeddling\u201d<\/a>\u00a0in the 2016 US\u00a0election.<\/p>\n<p>But when he was president, Bush acted as if the United States were entitled to intervene in any foreign election he pleased. He boasted in 2005 that his administration had budgeted almost $5 billion \u201c<a href=\"https:\/\/georgewbush-whitehouse.archives.gov\/news\/releases\/2005\/05\/20050518-2.html\" target=\"_blank\" rel=\"noopener noreferrer\">for programs to support democratic change around the world<\/a>,\u201d much of which was spent on tampering with foreign vote totals. When Iraq held elections in 2005, Bush approved a massive covert aid program for <a href=\"https:\/\/www.newyorker.com\/magazine\/2005\/07\/25\/get-out-the-vote\" target=\"_blank\" rel=\"noopener noreferrer\"> pro-American Iraqi parties<\/a>. The Bush administration spent over $65 million to boost their favored <a href=\"http:\/\/www.foxnews.com\/story\/2004\/12\/10\/us-spent-65m-to-aid-ukrainian-groups.html\" target=\"_blank\" rel=\"noopener noreferrer\"> candidate in the 2004 Ukraine election<\/a>. Yet, with boundless hypocrisy, Bush proclaimed that \u201cany (Ukrainian) <a href=\"https:\/\/www.washingtonpost.com\/wp-dyn\/articles\/A27863-2004Dec2.html\" target=\"_blank\" rel=\"noopener noreferrer\"> election\u2026ought to be free from any foreign influence<\/a>.\u201d US\u00a0government-financed organizations helped spur coups <a href=\"https:\/\/www.nytimes.com\/2002\/04\/25\/international\/americas\/us-bankrolling-is-under-scrutiny-for-ties-to-chvez.html\" target=\"_blank\" rel=\"noopener noreferrer\"> in Venezuela in 2002<\/a>\u00a0and <a href=\"https:\/\/www.motherjones.com\/politics\/2004\/11\/coup-connection\/\" target=\"_blank\" rel=\"noopener noreferrer\"> Haiti in 2004<\/a>. Both of those nations, along with Ukraine, remain political train wrecks.<\/p>\n<p>In that October 2017 New York speech, Bush proclaimed: \u201c<a href=\"https:\/\/time.com\/4989764\/george-w-bush-bigotry-seems-emboldened-speech-transcript\/\" target=\"_blank\" rel=\"noopener noreferrer\">No democracy pretends to be a tyranny<\/a>.\u201d But ravaging the Constitution was apparently part of his job description when he was president. Shortly after 9-11, Bush turned back the clock to before 1215 (when the Magna Carta was signed), <a href=\"https:\/\/www.nytimes.com\/2001\/11\/30\/us\/nation-challenged-legal-issues-groups-gird-for-long-legal-fight-new-bush-anti.html\" target=\"_blank\" rel=\"noopener noreferrer\"> formally suspending <em>habeas corpus<\/em><\/a> and claiming a prerogative to imprison indefinitely anyone he labeled a terrorist suspect. In 2002, Justice Department lawyers informed Bush that the president was <a href=\"http:\/\/www.nytimes.com\/ref\/international\/24MEMO-GUIDE.html\" target=\"_blank\" rel=\"noopener noreferrer\"> entitled to violate the law<\/a>\u00a0during wartime\u2014and the war on terror was expected to continue indefinitely. In 2004, Bush White House counsel Alberto Gonzales formally asserted a \u201c<a href=\"http:\/\/www.presidency.ucsb.edu\/ws\/?pid=66011\" target=\"_blank\" rel=\"noopener noreferrer\">commander-in-chief override power<\/a>\u201d entitling presidents to ignore the Bill of Rights.<\/p>\n<p>Under Bush, the US\u00a0government embraced barbaric practices which did more to destroy America\u2019s moral credibility than all of Trump\u2019s tweets combined. Bush\u2019s \u201cenhanced interrogation\u201d regime included endless high-volume repetition of a Meow Mix\u00a0cat food <a href=\"https:\/\/www.vox.com\/2014\/12\/11\/7375961\/cia-torture-music\" target=\"_blank\" rel=\"noopener noreferrer\"> commercial<\/a>\u00a0at Guantanamo, <a href=\"http:\/\/www.slate.com\/articles\/news_and_politics\/jurisprudence\/2009\/03\/ice_water_and_sweatboxes.html\" target=\"_blank\" rel=\"noopener noreferrer\"> head slapping, waterboarding, exposure to frigid temperatures, and manacling<\/a>\u00a0for many hours in stress positions. After the Supreme Court rebuffed some of Bush\u2019s power grabs in 2006, he pushed through <a href=\"http:\/\/www.theamericanconservative.com\/articles\/sins-of-commission\/\" target=\"_blank\" rel=\"noopener noreferrer\"> Congress a bill that retroactively legalized torture<\/a>\u2014one of the worst legislative disgraces since the Fugitive Slave Act of 1850. During his years in the White House, Bush perennially denied that he had approved torture. But in 2010, during an author tour to promote his new memoir, he <a href=\"https:\/\/jonathanturley.org\/2010\/06\/03\/bush-id-do-it-again\/\" target=\"_blank\" rel=\"noopener noreferrer\"> bragged about approving waterboarding <\/a> for terrorist suspects.<\/p>\n<p>Is Bush nominating himself to be the nation\u2019s racial healer? When he was president, Bush inflicted more financial ruin on blacks than any president since Woodrow Wilson (<a href=\"https:\/\/www.theatlantic.com\/politics\/archive\/2015\/11\/wilson-legacy-racism\/417549\/\" target=\"_blank\" rel=\"noopener noreferrer\">who brought Jim Crow<\/a>\u00a0barbarities to the federal government). Bush trumpeted his plans to close the gap between black and white homeownership rates and promised in 2002 to \u201c<a href=\"https:\/\/georgewbush-whitehouse.archives.gov\/news\/releases\/2002\/06\/20020617-2.html\" target=\"_blank\" rel=\"noopener noreferrer\">use the mighty muscle<\/a>\u00a0of the federal government\u201d to solve the problem. Bush was determined to end the bias against people who wanted to buy a home but had no money. Congress passed Bush\u2019s <a href=\"https:\/\/georgewbush-whitehouse.archives.gov\/news\/releases\/2003\/12\/20031216-9.html\" target=\"_blank\" rel=\"noopener noreferrer\"> American Dream Downpayment Act<\/a>\u00a0in 2003, authorizing federal handouts to first-time homebuyers of up to $10,000 or 6 percent of the home\u2019s purchase price. Bush also swayed Congress to permit the Federal Housing Administration to make no\u2013down payment loans to low-income Americans. Bush proclaimed: \u201c<a href=\"https:\/\/georgewbush-whitehouse.archives.gov\/news\/releases\/2003\/06\/text\/20030613.html\" target=\"_blank\" rel=\"noopener noreferrer\">Core American values of individuality<\/a>, thrift, responsibility, and self-reliance are embodied in homeownership.\u201d In Bush\u2019s eyes, self-reliance was so wonderful that the government should subsidize it. And it didn\u2019t matter whether recipients were creditworthy, because politicians meant well. Bush\u2019s 2004 reelection campaign trumpeted his down payment giveaways, a shining example of \u201ccompassionate conservatism.\u201d<\/p>\n<p>Thanks in large part to his policies, minority households saw the fastest growth in homeownership leading up to the 2007 recession. The housing collapse ravaged the net worth of black and Hispanic households. \u201cThe <a href=\"https:\/\/www.washingtonpost.com\/business\/economy\/for-black-americans-financial-damage-from-subprime-implosion-is-likely-to-last\/2012\/07\/08\/gJQAwNmzWW_story.html\" target=\"_blank\" rel=\"noopener noreferrer\"> implosion of the subprime lending market<\/a>\u00a0has left a scar on the finances of black Americans\u2014one that not only has wiped out a generation of economic progress but could leave them at a financial disadvantage for decades,\u201d the <em>Washington Post<\/em> reported in 2012. The median net worth for Hispanic households <a href=\"https:\/\/www.pewresearch.org\/hispanic\/2011\/07\/26\/the-toll-of-the-great-recession\/\" target=\"_blank\" rel=\"noopener noreferrer\"> declined by 66 percent between 2005 and 2009<\/a>. That devastation was aptly described in a 2017 federal appeals court dissenting opinion as \u201c<a href=\"https:\/\/www.washingtonpost.com\/news\/volokh-conspiracy\/wp\/2017\/02\/21\/d-c-circuit-concludes-recovery-act-bars-judicial-review-of-suits-against-fhfa-over-treatment-of-fannie-and-freddie-shareholders\/\" target=\"_blank\" rel=\"noopener noreferrer\">wrecking ball benevolence<\/a>\u201d (quoting a 2004 <a href=\"https:\/\/www.barrons.com\/articles\/SB109293948636396212\" target=\"_blank\" rel=\"noopener noreferrer\"><em> Barron\u2019s<\/em> op-ed<\/a>\u00a0I wrote). But almost none of the media coverage of the ex-president reminds people of the economic carnage of this Bush vote-buying binge.<\/p>\n<p><strong>It is possible to condemn police brutality and, even more importantly, <a href=\"https:\/\/www.theamericanconservative.com\/articles\/cops-kill-because-we-gave-them-the-legal-framework-to-do-it\/\" target=\"_blank\" rel=\"noopener noreferrer\"> the evil laws and judicial doctrines that enable police to tyrannize<\/a>\u00a0other Americans without any help from a demagogic ex-president who ravaged our rights, liberties, and peace<\/strong>. As I commented in an <a href=\"https:\/\/usatoday30.usatoday.com\/news\/opinion\/editorials\/2003-08-13-forum-bush_war_x.htm\" target=\"_blank\" rel=\"noopener noreferrer\"> August 2003 <em>USA Today<\/em> op-ed<\/a>, \u201cWhether Bush and his appointees will be held personally liable for their [Iraq War] falsehoods is a grave test for American democracy.\u201d The revival of Bush\u2019s reputation vivifies how our political media system failed that test.<strong> As long as George Bush doesn\u2019t turn himself in for committing war crimes, all of his talk about \u201cachieving justice for all\u201d is rubbish.<\/strong><\/p>\n<\/div>\n","protected":false},"excerpt":{"rendered":"<p>Mises Institute, June 4, 2020 The Media Has Conveniently Forgotten George W.
