B<strong>ut Americans would be wise to recognize the growing perils of the militarization of American political disputes.<\/strong><\/p>\n<p>The military occupation of Washington was prompted by the January 6 clashes at the Capitol between Trump supporters and law enforcement, in which three people (including one Capitol policeman) died as a result of the violence. Roughly eight hundred protestors and others unlawfully entered the Capitol, though many of them entered nonviolently through open doors and most left without incident hours later.<\/p>\n<p>The federal government responded by deploying twenty-five thousand\u00a0National Guard troops to prevent problems during President Joe Biden\u2019s swearing-in\u2014the first inauguration since 1865 featuring the capital city packed with armed soldiers. Protests were <a href=\"https:\/\/www.theamericanconservative.com\/articles\/joe-biden-and-the-death-of-free-speech\/\" target=\"_blank\" rel=\"noopener noreferrer\">almost completely banned<\/a> in Washington for the inauguration.<\/p>\n<p>Instead of ending after the muted inauguration celebration, the troop deployment was extended for the Senate impeachment trial. Senator\u00a0Chris Murphy (D-CT) <a href=\"http:\/\/www.washingtonpost.com\/politics\/2021\/01\/28\/tucker-carlson-is-telling-his-viewers-that-democrats-see-them-terrorists\/\" target=\"_blank\" rel=\"noopener noreferrer\">declared<\/a>, \u201cSo long as Donald Trump is empowered by Senate Republicans, there is still the chance that he is going to incite another attempt\u00a0at the Capitol.\u201d But the Senate vote on Senator\u00a0Rand Paul\u2019s (R-KY) motion labeling the trial as unconstitutional signaled that the trial will be anticlimactic because Trump is unlikely to be convicted. The actual trial may be little more than a series of pratfalls, alternating between histrionic Democratic House members and wild-swinging, table-pounding Trump lawyers. A pointless deluge of political vitriol will make a mockery of Biden\u2019s calls for national unity.<\/p>\n<p>Then the troop deployment was extended into at least mid-March because of unidentified threats made to members of Congress. Acting Army Secretary John Whitley <a href=\"http:\/\/www.airforcemag.com\/about-5000-guard-troops-to-stay-in-d-c-through-mid-march\/\" target=\"_blank\" rel=\"noopener noreferrer\">announced<\/a> last week: \u201cThere are several upcoming events\u2014we don&#8217;t know what they are\u2014over the next several weeks, and they&#8217;re concerned that there could be situations where there are lawful protests, First Amendment\u2013protected protests, that could either be used by malicious actors, or other problems that could emerge.\u201d<\/p>\n<p>\u201cWe don\u2019t know what they are\u201d but somebody heard something somewhere, so the military deployment will continue. Threats have occurred in waves toward\u00a0members of Congress at least since the farm crisis of the 1980s, but prior menacing did not result in the occupation of the capital city.<\/p>\n<p>Perpetuating the troop deployment is also being justified by melodramatic revisionism. In congressional testimony last week, Capitol Police acting chief Yogananda Pittman <a href=\"http:\/\/www.newsweek.com\/capitol-police-chief-calls-january-6-riot-terrorist-attack-1564594\" target=\"_blank\" rel=\"noopener noreferrer\">described<\/a> the January 6 clash at the Capitol as \u201ca terrorist attack by tens of thousands of insurrectionists.\u201d Apparently, anyone who tromped from the scene of Trump\u2019s ludicrous \u201cI won by a landslide\u201d spiel to the Capitol was a terrorist, or at least an \u201cinsurrectionist\u201d (which is simply \u201cterrorist\u201d spelled with more letters). Is \u201cwalking on the Mall with bad thoughts\u201d sufficient to get classified as a terrorist in the Biden era?<\/p>\n<p><strong>Placing thousands of troops on the streets of the nation\u2019s capital could be a ticking time bomb. The longer the National Guard is deployed in Washington, the greater the peril of a Kent State\u2013caliber catastrophe.<\/strong> The Ohio National Guard\u2019s volley of fire in 1970 that killed four students and wounded nine others was a defining moment for the Vietnam era.<\/p>\n<p>Forty years later, the <em>Cleveland Plain Dealer<\/em> published an investigation of the Kent State shooting based on new analyses of audio recordings from the scene. The <em>Plain Dealer<\/em> <a href=\"http:\/\/www.cleveland.com\/science\/2010\/12\/kent_state_shootings_does_form.html\" target=\"_blank\" rel=\"noopener noreferrer\">concluded<\/a> that an FBI informant who was photographing student protestors fired four shots from his .38-caliber revolver after students began threatening him. That gunfire started barely a minute before the Ohio National Guard opened fire. Gunshots from the FBI informant apparently spooked guard commanders into believing they were taking sniper fire, spurring the order to shoot students. The informant denied having fired, but witnesses testified differently. (The FBI hustled the informant from the scene and he later became an undercover narcotics cop in Washington, DC.) Though there is no evidence that the FBI sought to provoke carnage at Kent State, FBI agents involved in COINTELPRO (the Counterintelligence Program) in the 1960s and 1970s boasted of \u201cfalse flag\u201d operations which <a href=\"https:\/\/fee.org\/articles\/federal-surveillance-the-threat-to-americans-security\/\" target=\"_blank\" rel=\"noopener noreferrer\">provoked killings<\/a>.<\/p>\n<p>If some malicious group wanted to plunge this nation into chaos and fear, National Guard troops at a checkpoint would be an easy target\u2014at least for the first moments after they were fired upon (most of the troops do not have ammo magazines in their rifles). The sweeping reaction to January 6 might be far surpassed if troops are gunned down regardless of whether the culprits were right-wing extremists, Antifa, or foreign infiltrators. An attack on the troops would likely perpetuate the military occupation and potentially spur Biden to declare martial law.<\/p>\n<p>Last spring, when riots erupted after the killing of George Floyd in Minneapolis, President Trump warned that\u00a0\u201cthe <a href=\"https:\/\/twitter.com\/realdonaldtrump\/status\/1266796670609588225\" target=\"_blank\" rel=\"noopener noreferrer\">Federal Government will step in<\/a> and do what has to be done, and that includes using the unlimited power of our Military and many arrests.\u201d Many activists were justifiably appalled at the specter of Trump seizing dictatorial power over areas wracked by violent protests. But the danger remains regardless of who is president.<\/p>\n<p><strong>Martial law is the ultimate revocation of constitutional rights: anyone who disobeys soldiers\u2019 orders can be shot<\/strong>. There are plenty of malevolent actors here and abroad who would relish seeing martial law declared in Washington, the paramount disgrace for the world\u2019s proudest democracy.<\/p>\n<p>Unfortunately, <strong>Biden would have plenty of support initially if he proclaimed that violence in Washington required him to declare martial law.<\/strong> As the <em>Washington Post<\/em> noted in 2018, a public opinion poll showed that 25 percent\u00a0of Americans believed \u201c<a href=\"https:\/\/www.washingtonpost.com\/news\/monkey-cage\/wp\/2018\/02\/16\/a-significant-minority-of-americans-say-they-would-support-a-military-takeover-of-the-u-s-in-the-right-circumstances\/\" target=\"_blank\" rel=\"noopener noreferrer\">a military takeover<\/a> was justified if there were widespread corruption or crime.\u201d The <em>Journal of Democracy<\/em> reported that polls showed that <a href=\"https:\/\/www.journalofdemocracy.org\/wp-content\/uploads\/2016\/07\/FoaMounk-27-3.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">only 19 percent\u00a0of Millennials<\/a> in the US\u00a0believed that it would be illegitimate \u201cin a democracy for the military to take over when the government is incompetent or failing to do its job.\u201d <strong>But trusting to military rule for Millennial wish fulfillment would be the biggest folly of them all. Support for martial law is the ultimate proof of declining political literacy in this nation.<\/strong><\/p>\n<p>Regardless of the risks, some politicians are clinging to the presence of the troops in Washington like Linus clutching his \u201csecurity blanket\u201d in a <em>Peanuts<\/em> cartoon. Will we now see regular alarms from a long series of politicians and political appointees working to \u201ckeep up the fear\u201d?<\/p>\n<p><strong>History is littered with stories of nations scourged by \u201ctemporary\u201d martial law that perpetuated itself<\/strong>.
