This is the core principle of President Joe Biden\u2019s promise to \u201c<a href=\"https:\/\/abcnews.go.com\/Politics\/bidens-paradigm-shift-tests-democrats-note\/story?id=76772268\">change the paradigm<\/a>\u201d with his $3 trillion stimulus package which seeks to pour vast amounts of tax dollars into dozens of government programs that have dismally failed in the past. But<strong> thanks to Biden\u2019s election, the federal government has suddenly become far more competent than ever before.<\/strong><\/p>\n<div id=\"\/10519169\/dailycaller_inline1\" class=\"ad\" data-google-query-id=\"CIy4kK-87e8CFQgDaAgd-3kOOg\">\n<div id=\"google_ads_iframe_\/10519169\/dailycaller_inline1_0__container__\"><iframe id=\"google_ads_iframe_\/10519169\/dailycaller_inline1_0\" title=\"3rd party ad content\" name=\"google_ads_iframe_\/10519169\/dailycaller_inline1_0\" width=\"300\" height=\"250\" frameborder=\"0\" marginwidth=\"0\" marginheight=\"0\" scrolling=\"no\" data-google-container-id=\"6\" data-load-complete=\"true\" data-mce-fragment=\"1\"><\/iframe><\/div>\n<\/div>\n<p>To have confidence in the American Jobs Plan, it is not enough to believe that additional spending is needed for repairing bridges, paving roads, or boosting child care. Instead, one must believe that the damning revelations from all the inspectors general and <a href=\"https:\/\/prod.drupal.gaotest.org\/high-risk-list\" target=\"_blank\" rel=\"noopener noreferrer\">Government Accountability Office<\/a> reports in recent decades are null and void. <strong>A vast increase in outlays will achieve miraculous results because there is no resemblance between federal agencies commanded by Biden appointees and the same agencies in the past half century.\u00a0 The notion that \u201cgovernment must be a powerful force for good\u201d is premised on the notion that Biden himself is such an inexorable \u201cforce for good\u201d that history no longer applies inside the Beltway.<\/strong><\/p>\n<p>Biden wants the feds to spend another $100 billion on job training programs, even though those programs are notorious for 40 years for <a href=\"https:\/\/jimbovard.com\/blog\/2011\/09\/12\/wall-st-journal-federal-training-programs-teach-bad-habits\/\">reducing trainees\u2019 subsequent earnings<\/a>. Former President Barack Obama admitted in 2014 that such programs rely on a \u201c\u2018<a href=\"https:\/\/obamawhitehouse.archives.gov\/the-press-office\/2014\/04\/16\/remarks-president-and-vice-president-skills-training\">train and pray<\/a>\u2018 approach. We train them and we pray that they can get a job.\u201d Biden does not explain the rationale for deluging the Labor Department with new appropriations when that agency has scrupulously avoided conducting evaluations that will determine whether enrollees actually benefit from subsidized training. Biden also says that subsidies will be targeted to \u201c<a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/statements-releases\/2021\/03\/31\/fact-sheet-the-american-jobs-plan\/\">justice-involved youth<\/a>\u201d \u2014 the politically correct euphemism for criminal offenders from the Obama era.<\/p>\n<p>Biden wants to double federal funding for public transit. Public transit was losing riders even before its subways and buses helped supercharge the COVID-19 pandemic in New York and many other cities. The Washington, D.C. subway, with its callous <a href=\"https:\/\/www.nytimes.com\/2016\/11\/08\/us\/washington-dc-metro.html\">long-term shutdowns<\/a> for endless ineffective emergency repairs, <a href=\"https:\/\/www.washingtonpost.com\/express\/2019\/04\/09\/should-we-embrace-metros-broken-escalators-keeping-us-shape\/\">perpetually broken escalators<\/a>, and unreliable trains epitomize the contempt that government systems show for customers. Service levels for the D.C. subway are appalling in large part because of the power of transit unions; the system spends $<a href=\"https:\/\/www.washingtonpost.com\/local\/despite-criticisms-new-study-finds-metro-workers-pay-and-benefits-are-typical-for-industry\/2017\/07\/20\/44cca6a4-6d61-11e7-b9e2-2056e768a7e5_story.html\">56 in total compensation<\/a> for every hour worked by Metro employees.<\/p>\n<div id=\"\/10519169\/dailycaller_inline2\" class=\"ad\" align=\"center\" data-google-query-id=\"CI24kK-87e8CFQgDaAgd-3kOOg\">\n<div id=\"google_ads_iframe_\/10519169\/dailycaller_inline2_0__container__\"><iframe id=\"google_ads_iframe_\/10519169\/dailycaller_inline2_0\" title=\"3rd party ad content\" name=\"google_ads_iframe_\/10519169\/dailycaller_inline2_0\" width=\"300\" height=\"250\" frameborder=\"0\" marginwidth=\"0\" marginheight=\"0\" scrolling=\"no\" data-google-container-id=\"7\" data-load-complete=\"true\" data-mce-fragment=\"1\"><\/iframe><\/div>\n<\/div>\n<p>Biden is calling for <a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/statements-releases\/2021\/03\/31\/fact-sheet-the-american-jobs-plan\/\">$50 billion for semiconductor<\/a> manufacturing and research, a $52 billion fund to invest in domestic manufacturers, and a new $50 billion office at the Department of Commerce dedicated to monitoring domestic industrial capacity and funding investments to support production of critical goods.\u201d There is no reason to expect government semiconductor production to be any more reliable than government mail delivery. This proposal seems to be a relic of the 1980s, when the Japan\u2019s Ministry of International Trade and Investment was supposedly spearheading that nation\u2019s permanent conquest of world markets. The U.S. Commerce Department has never had a reputation for anything other than being a dumping ground for political hacks.<\/p>\n<p>Biden calls for local governments to begin offering Internet service and also favors \u201c<a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/statements-releases\/2021\/03\/31\/fact-sheet-the-american-jobs-plan\/\">individual subsidies to cover internet costs<\/a>.\u201d Label this one the Pornhub Bailout of 2021. But an even larger problem is the plan\u2019s prioritized municipal broadband networks. When Biden was vice president, Edward Snowden revealed that the National Security Agency would unleash its illegal surveillance dynamo on anyone detected \u201csomeone <a href=\"https:\/\/www.theguardian.com\/world\/interactive\/2013\/jul\/31\/nsa-xkeyscore-program-full-presentation\">searching the web<\/a> for suspicious stuff.\u201d It takes little imagination to wonder whether government-run internet will be less secure from capricious surveillance. Besides, why expect any federal intervention on this score to be more coherent than Biden\u2019s description of the issue in his Pittsburgh speech: \u201cYou know in America where the <a href=\"https:\/\/www.rev.com\/blog\/transcripts\/joe-biden-speech-on-2-trillion-infrastructure-plan-transcript-march-31\">early interest was in internet<\/a>, this thing called the internet, that we invest in, we invented the early, early internet. It was invented here.\u201d<\/p>\n<p>Biden wants to spend $100 billion to \u201cupgrade and build new public schools\u201d because \u201cwe can\u2019t close the opportunity gap if low-income kids go to schools in buildings that undermine health and safety.\u201d This pitch would have more credibility if Biden\u2019s <a href=\"https:\/\/www.theamericanconservative.com\/articles\/teachers-unions-have-always-been-terrible\/\">teacher union allies<\/a> were not continuing to keeping a pandemic padlock on so many schools to buttress teachers\u2019 right to full pay and zero risk. The \u201cachievement gap\u201d between low-income and other students and between Black and Hispanic students and other students has <a href=\"https:\/\/www.mckinsey.com\/industries\/public-and-social-sector\/our-insights\/covid-19-and-learning-loss-disparities-grow-and-students-need-help\">vastly increased<\/a> during the school shutdowns. No amount of posturing by Biden and his appointees can undo the lasting damage on young Americans inflicted by the lockdowns that Biden has championed.<\/p>\n<div id=\"\/10519169\/dailycaller_inline3\" class=\"ad\" data-google-query-id=\"CI64kK-87e8CFQgDaAgd-3kOOg\">\n<div id=\"google_ads_iframe_\/10519169\/dailycaller_inline3_0__container__\"><iframe loading=\"lazy\" id=\"google_ads_iframe_\/10519169\/dailycaller_inline3_0\" title=\"3rd party ad content\" src=\"https:\/\/9ec416d2b87b9e610495a292f9568bf5.safeframe.googlesyndication.com\/safeframe\/1-0-38\/html\/container.html\" name=\"\" width=\"0\" height=\"206\" frameborder=\"0\" marginwidth=\"0\" marginheight=\"0\" scrolling=\"no\" sandbox=\"allow-forms allow-popups allow-popups-to-escape-sandbox allow-same-origin allow-scripts allow-top-navigation-by-user-activation\" data-is-safeframe=\"true\" data-google-container-id=\"8\" data-load-complete=\"true\" data-mce-fragment=\"1\"><\/iframe><\/div>\n<\/div>\n<p>Biden wants $25 billion to boost access to childcare because shortfalls make it \u201charder for parents, especially mothers, <a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/statements-releases\/2021\/03\/31\/fact-sheet-the-american-jobs-plan\/\">to fully participate<\/a> in the workforce.\u201d Biden has avoided acknowledging the role of the lockdowns he championed in obliterating opportunity for millions of families, including women who had to quit work to take care of kids barred from classrooms. Biden appointees are taking the lead on this score even before the American Jobs Act is enacted.\u00a0 On March 25, the Office of Personnel Management put out a call for federal employees who could temporarily babysit the surge of young illegal aliens arriving on the southwest border. Members of the new Babysitting Corps are compensated according to their old government salaries<a href=\"https:\/\/pjmedia.com\/news-and-politics\/victoria-taft\/2021\/03\/30\/exclusive-feds-begin-hiring-144000-per-year-babysitters-for-urgent-job-watching-kids-illegally-sent-over-u-s-border-n1436156\"> up to $144,000<\/a> a year, as PJ Media reported.<\/p>\n<p>Biden seeks to \u201cmobilize the next generation of conservation and resilience workers\u201d with a $10 billion \u201cinvestment\u201d to \u201cput a new, diverse generation of Americans to work conserving our public lands and waters, bolstering community resilience, and advancing environmental justice through a new Civilian Climate Corps.\u201d This program echoes two New Deal programs, the Civilian Conservation Corps (CCC) and the Work Progress Administration (WPA), both of which recruited vast numbers of unemployed during the Depression. The WPA was popularly known in the 1930s as \u201cWe Poke Along\u201d and gave a bad name to leaf-raking. Biden\u2019s Civilian Climate Corps would be a super AmeriCorps, the program created by former President Bill Clinton which became renown for <a href=\"https:\/\/www.theamericanconservative.com\/articles\/remembering-an-americorps-boondoggle-boss-harris-wofford\/\">bankrolling political activism<\/a>, leftist causes, and <a href=\"https:\/\/www.usatoday.com\/story\/opinion\/2014\/09\/12\/americorps-obama-clinton-american-bureaucracy-column\/15505289\/\">photo opportunities<\/a>.<\/p>\n<p>Biden justifies his vast spending barrage because \u201clack of employment has negative social impacts on communities.\u201d But if the Biden team really believed that, why did Biden\u2019s American Rescue Plan boost unemployment benefits in a way that exceeds what many low-to-moderate income people could earn on a job? University of Chicago economist Casey Mulligan estimated that the extra unemployment payments and other benefits in the American Rescue Plan could result in up to eight <a href=\"https:\/\/www.wsj.com\/articles\/how-many-jobs-will-the-stimulus-kill-11614295867?mod=hp_opin_pos_3\">million fewer Americans<\/a> being employed later this year.<\/p>\n<p>In his Pittsburgh speech March 31, Biden <a href=\"https:\/\/www.rev.com\/blog\/transcripts\/joe-biden-speech-on-2-trillion-infrastructure-plan-transcript-march-31\" target=\"_blank\" rel=\"noopener noreferrer\">concluded<\/a>, \u201cI truly believe we\u2019re in a moment where history is going to look back on this time as a fundamental choice having been made between democracies and autocracies\u2026. It\u2019s a basic question: Can democracies still deliver for their people?\u201d<\/p>\n<p>But B<strong>iden\u2019s American Jobs Plan is a fix based on a Chinese model \u2014 vesting almost unlimited discretion in the president and his appointees, giving them almost unlimited money to spend, and providing no effective check or balance to prevent vast corruption<\/strong>.<\/p>\n<p>How will Biden\u2019s attempt to remake America via far more federal spending and power work out? Perhaps the recent experience of New York offers the best warning.<\/p>\n<p>When the pandemic hit last year, New York Gov. Andrew Cuomo quickly seized nearly absolute power to shut down everything in the state. Cuomo vindicated himself for putting almost 20 million people under house arrest: \u201c<a href=\"https:\/\/nypost.com\/2020\/03\/20\/todays-coronavirus-update-trump-closes-borders-new-york-locks-down\/\">If everything we do saves just one life, I\u2019ll be happy<\/a>.\u201d When pandemic fears were surging, the New York Times proclaimed, \u201cAndrew Cuomo Is <a href=\"https:\/\/www.nytimes.com\/2020\/03\/16\/business\/media\/cuomo-new-york-coronavirus.html\">the Control Freak We Need<\/a> Right Now.\u201d A New Yorker profile, titled \u201cAndrew Cuomo, King of New York,\u201d explained that Cuomo and his aides saw the battle over Covid policy as \u201cbetween people who believe government can be <a href=\"https:\/\/www.newyorker.com\/magazine\/2020\/10\/19\/andrew-cuomo-the-king-of-new-york\">a force for good<\/a> and those who think otherwise.\u201d<\/p>\n<p>Cuomo\u2019s reign has more \u201cforce\u201d than \u201cgood,\u201d such as his bizarre assertion that <a href=\"https:\/\/thehill.com\/homenews\/state-watch\/527263-cuomo-calls-a-sheriff-who-wont-enforce-mask-mandate-a-dictator\">sheriffs were \u201cdictators\u201d<\/a> for refusing to enforce his mask mandate inside people\u2019s homes. But Cuomo\u2019s power grabs have spurred a backlash that could end his political career. The federal investigation into the cover-up of mass deaths at nursing homes that occurred thanks to Cuomo\u2019s dictates could pose more danger to him than a busload of sexual harassment charges.<\/p>\n<p>Similarly, th<strong>e Biden administration\u2019s dogma that \u201cgovernment must be a <a href=\"https:\/\/www.wsj.com\/articles\/behind-bidens-big-plans-belief-that-government-can-drive-growth-11617118656\">powerful force for good<\/a>\u201d could be paving the way to both constitutional and political ruin.<\/strong> Many of the same zealots<strong> who swore that the federal government was a fascist dictatorship while Trump was president now believe that practically every federal program will operate impeccably because Biden is presid<\/strong>ent. This is an even more childlike notion than most of the political delusions festering inside the Beltway. Because Biden is in the Oval Office, we are obliged to believe that federal spending will miraculously achieve what politicians promise.
