{"id":16094,"date":"2021-06-17T08:34:00","date_gmt":"2021-06-17T12:34:00","guid":{"rendered":"https:\/\/jimbovard.com\/blog\/?p=16094"},"modified":"2021-06-17T08:34:00","modified_gmt":"2021-06-17T12:34:00","slug":"bidens-buffoonish-war-on-extremism","status":"publish","type":"post","link":"https:\/\/jimbovard.com\/blog\/2021\/06\/17\/bidens-buffoonish-war-on-extremism\/","title":{"rendered":"Biden\u2019s Buffoonish War on Extremism"},"content":{"rendered":"<h3>American Conservative, June 17, 2021<\/h3>\n<h1><a href=\"https:\/\/www.theamericanconservative.com\/articles\/bidens-buffoonish-war-on-extremism\/\">Biden&#8217;s Buffonish War on Extremism<\/a><\/h1>\n<p>by James Bovard<\/p>\n<p><strong>The Biden administration <a href=\"https:\/\/www.whitehouse.gov\/wp-content\/uploads\/2021\/06\/National-Strategy-for-Countering-Domestic-Terrorism.pdf\" target=\"_blank\" rel=\"noopener\">revealed<\/a> on Tuesday that guys who can\u2019t get laid may be terrorist threats due to \u201cinvoluntary celibate\u2013violent extremism.\u201d<\/strong> That revelation is part of a new crackdown that identifies legions of potential \u201cdomestic terrorists\u201d that the feds can castigate and investigate. But there is no reason to expect Biden administration anti-terrorism and anti-extremism efforts to be less of a farce and menace than similar post-9\/11 campaigns.<\/p>\n<p>Since the French Revolution, politicians have defined terrorism to stigmatize their opponents, a precedent followed by the Biden administration\u2019s National Strategy for Countering Domestic Terrorism. The report labels the January 6 clash at the Capitol as a \u201cdomestic terrorism\u201d incident but fails to mention it spurred a mushroom cloud of increasingly far-fetched official accusations. Capitol Police acting Chief Yogananda Pittman <a href=\"http:\/\/www.newsweek.com\/capitol-police-chief-calls-january-6-riot-terrorist-attack-1564594\" target=\"_blank\" rel=\"noopener\">told<\/a> Congress that January 6 was \u201ca terrorist attack by tens of thousands of insurrectionists.\u201d Less than a thousand protestors entered the Capitol that day but apparently any Trump supporter who hustled down the Mall towards the Capitol became the legal equivalent of Osama Bin Laden. Unfortunately, this \u201cseen walking in the same zip code\u201d standard for guilt could be the prototype for Biden era domestic terrorist prosecutions.<\/p>\n<p>The Biden report did not bestow the same \u201cterrorist\u201d label on the mobs who burned U.S. post offices in Minneapolis or assailed a federal courthouse in Portland last year. In its litany of terrorist incidents, the report cites \u201cthe vehicular killing of a peaceful protestor in Charlottesville\u201d at the 2017 Unite the Right ruckus but omits the 49 people killed in 2016 by a Muslim enraged by U.S. foreign policy at the Pulse Nightclub in Orlando. Maybe that case was excluded because the murderer was <a href=\"https:\/\/www.usatoday.com\/story\/opinion\/2018\/04\/03\/fbi-pulse-nightclub-verdict-terrorism-failure-james-comey-book-column\/478092002\/\" target=\"_blank\" rel=\"noopener\">the protected son of a long-term FBI informant<\/a> and FBI falsehoods derailed the subsequent trial of his widow. Nor did the report mention the worst terrorist incident since 9\/11\u2014the <a href=\"https:\/\/apnews.com\/article\/shootings-north-america-donald-trump-us-news-ap-top-news-07ec84a59efb477f8bc3d07d015795ef\" target=\"_blank\" rel=\"noopener\">Las Vegas bloodbath<\/a> where a single shooter killed 58 people and injured 900 others. The FBI claimed it could never find a motive for that slaughter and its \u201cfinal report\u201d on the incident was only three pages long. Never mind.<\/p>\n<p>The White House claims its new war on terrorism and extremism is \u201ccarefully tailored to address violence and reduce the factors that\u2026 infringe on the free expression of ideas.\u201d Bu<strong>t the prerogative to define extremism includes the power to attempt to banish certain ideas from acceptable discours<\/strong>e. The report warns that \u201cnarratives of fraud in the recent general election\u2026 will almost certainly spur some [Domestic Violent Extremists] to try to engage in violence this year.\u201d If accusations of 2020 electoral shenanigans are formally labeled as extremist threats, that could result in far more repression (aided by Facebook and Twitter) of dissenting voices. How will this work out any better than the concerted campaign by the media and Big Tech last fall to suppress all information about Hunter Biden\u2019s laptop before the election?<\/p>\n<p><strong>The Biden administration is revving up for a war against an enemy which the feds have chosen to never explicitly define<\/strong>. According to a March report by Biden\u2019s Office of the Director of National Intelligence, \u201cdomestic violent extremists\u201d include individuals who \u201ctake overt steps to violently resist or facilitate the overthrow of the U.S. government in support of their belief that the U.S. government is purposely exceeding its Constitutional authority.\u201d But that was the same belief that many Biden voters had regarding the Trump administration. Does the definition of extremism depend solely on which party captured the White House?<\/p>\n<p>The report notes that the \u201cDepartment of Defense is reviewing and updating its definition of prohibited extremist activities among uniformed military personnel.\u201d Bishop Garrison, the chief of the Pentagon\u2019s new Countering Extremism Working Group, is Exhibit A for the follies of extremist crackdowns on extremism. In a series of 2019 tweets, Garrison, a former aide to Hillary Clinton, <a href=\"https:\/\/www.foxnews.com\/politics\/pentagon-official-bishop-garrison-trump-supporters-extremists\" target=\"_blank\" rel=\"noopener\">denounced<\/a> all Trump supporters as \u201cracists.\u201d Garrison\u2019s working group will \u201cspecifically define what constitutes extremist behavior\u201d for American soldiers. If Garrison purges Trump supporters from the military, the Pentagon would be unable to conquer the island of Grenada. Biden policymakers also intend to create an \u201canti-radicalization\u201d program for individuals departing the military service. This initiative will likely produce plenty of leaks and embarrassing disclosures in the coming months and years.<\/p>\n<p>The Biden report is spooked by the existence of militia groups and flirts with the fantasy of outlawing them across the land. The report promises to explore \u201chow to make better use of laws that already exist in all fifty states prohibiting certain private \u2018militia\u2019 activity, including\u2026state statutes prohibiting groups of people from organizing as private military units without the authorization of the state government, and state statutes that criminalize certain paramilitary activity.\u201d Most of the private militia groups are guilty of nothing more than bluster and braggadocio. Besides, many of them are already overstocked with government informants who are counting on Uncle Sam for regular paychecks.<\/p>\n<p>As part of its anti-extremism arsenal, DHS is financing programs for \u201cenhancing media literacy and critical thinking skills\u201d and helping internet users avoid \u201cvulnerability to\u2026harmful content deliberately disseminated by malicious actors online.\u201d Do the feds have inside information about another Hunter Biden laptop turning up, or what? The Biden administration intends to bolster Americans\u2019 defenses against extremism by developing \u201cinteractive online resources such as skills-enhancing online games.\u201d If the games are as stupefying as this report, nobody will play them.<\/p>\n<p>The Biden report stresses that federal law enforcement agencies \u201cplay a critical role in responding to reports of criminal and otherwise concerning activity.\u201d \u201cOtherwise concerning activity\u201d? This is the same standard that turned prior anti-terrorist efforts into laughingstocks.<\/p>\n<p>Fusion Centers are not mentioned in the Biden report but they are a federal-state-local law enforcement partnership launched after 9\/11 to vacuum up reports of suspicious activity. Seventy Fusion Centers rely on the same standard\u2014\u201c<a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/press-briefings\/2021\/06\/15\/background-press-call-by-senior-administration-officials-on-the-national-strategy-for-countering-domestic-terrorism\/\" target=\"_blank\" rel=\"noopener\">If you see something, say something<\/a>\u201d\u2014that a senior administration official invoked in a background call on Monday for the new Biden initiative. The Los Angeles Police Department encouraged citizens to snitch on \u201cindividuals who stay at bus or train stops for extended periods while buses and trains come and go,\u201d \u201cindividuals who carry on long conversations on pay or cellular telephones,\u201d and \u201cjoggers who stand and stretch for an inordinate amount of time.\u201d The Kentucky Office of Homeland Security recommended the reporting of \u201cpeople avoiding eye contact,\u201d \u201cpeople in places they don\u2019t belong,\u201d or homes or apartments that have numerous visitors \u201carriving and leaving at unusual hours,\u201d PBS\u2019s <em>Frontline<\/em> reported. Colorado\u2019s Fusion Center \u201cproduced a fear-mongering public service announcement asking the public to report innocuous behaviors such as photography, note-taking, drawing and collecting money for charity as \u2018warning signs\u2019 of terrorism,\u201d the ACLU complained.<\/p>\n<p>Various other Fusion Centers have attached warning labels to gun-rights activists, anti-immigration zealots, and individuals and groups \u201crejecting federal authority in favor of state or local authority.\u201d A 2012 Homeland Security report stated that being \u201creverent of individual liberty\u201d is one of the traits of potential right-wing terrorists. The Constitution Project concluded in a 2012 report that DHS Fusion Centers \u201cpose serious risks to civil liberties, including rights of free speech, free assembly, freedom of religion, racial and religious equality, privacy, and the right to be free from unnecessary government intrusion.\u201d Fusion Centers continue to be bankrolled by DHS despite their dismal record.<\/p>\n<p>The Biden report promises that the FBI and DHS will soon be releasing \u201ca new edition of the Federal Government\u2019s Mobilization Indicators booklet that will include for the first time potential indicators of domestic terrorism\u2013related mobilization.\u201d Will this latest publication be as boneheaded as the similar 2014 report by the National Counterterrorism Center entitled \u201cCountering Violent Extremism: A Guide for Practitioners and Analysts\u201d?<\/p>\n<p>As the Intercept <a href=\"https:\/\/theintercept.com\/2015\/02\/09\/government-develops-questionnaire-see-might-become-terrorist\/\" target=\"_blank\" rel=\"noopener\">summarized<\/a>, that report \u201csuggests that police, social workers and educators rate individuals on a scale of one to five in categories such as \u2018Expressions of Hopelessness, Futility,\u2019 \u2026 and \u2018Connection to Group Identity (Race, Nationality, Religion, Ethnicity)\u2019 \u2026 to alert government officials to individuals at risk of turning to radical violence, and to families or communities at risk of incubating extremist ideologies.\u201d The report recommended judging families by their level of \u201cParent-Child Bonding\u201d and rating localities on the basis in part of the \u201cpresence of ideologues or recruiters.\u201d Former FBI agent Mike German commented, \u201cThe idea that the federal government would encourage local police, teachers, medical, and social-service employees to rate the communities, individuals, and families they serve for their potential to become terrorists is abhorrent on its face.\u201d<\/p>\n<p><strong>The Biden administration presumes that bloating the definition of extremists is the surest way to achieve domestic tranquility.<\/strong> In this area, as in so many others, Biden\u2019s team learned nothing from the follies of the Obama administration. No one in D.C. apparently recalls that President Obama perennially denounced extremism and summoned the United Nations in 2014 to join his \u201ccampaign against extremism.\u201d Under Obama, the National Security Agency <a href=\"https:\/\/www.theguardian.com\/world\/interactive\/2013\/jul\/31\/nsa-xkeyscore-program-full-presentation\" target=\"_blank\" rel=\"noopener\">presumed<\/a> that \u201csomeone searching the Web for suspicious stuff\u201d was a suspected extremist who forfeited all constitutional rights to privacy. Obama\u2019s Transportation Security Administration relied on <a href=\"https:\/\/www.usatoday.com\/story\/opinion\/2015\/06\/05\/tsa-failure-security-abuses-column\/28490923\/\" target=\"_blank\" rel=\"noopener\">ludicrous terrorist profiles<\/a> that targeted American travelers who were yawning, hand wringing, gazing down, swallowing suspiciously, sweating, or making \u201cexcessive complaints about the [TSA] screening process.\u201d<\/p>\n<p>Will the Biden crackdown on extremists end as ignominiously as Nixon\u2019s crackdown almost 50 years earlier? Nixon White House aide Tom Charles Huston <a href=\"https:\/\/archive.org\/stream\/finalreportofsel02unit\/finalreportofsel02unit_djvu.txt\" target=\"_blank\" rel=\"noopener\">explained<\/a> that the FBI\u2019s COINTELPRO program continually stretched its target list \u201cfrom the kid with a bomb to the kid with a picket sign, and from the kid with the picket sign to the kid with the bumper sticker of the opposing candidate. And you just keep going down the line.\u201d At some point, surveillance became more intent on spurring fear than on gathering information. FBI agents were <a href=\"https:\/\/books.google.com\/books?id=rofFPZc0nooC&amp;pg=PA159&amp;lpg=PA159&amp;dq=%22enhance+the+paranoia+endemic+in+these+circles+and+further+serve+to+get+the+point+across+that+there+is+an+FBI+agent+%22&amp;source=bl&amp;ots=X-RiHMwMQk&amp;sig=ACfU3U3vpWTsbYXMjQUDxnzCwY_n3xBZhg&amp;hl=en&amp;sa=X&amp;ved=2ahUKEwjp8MmJg5vxAhWjmOAKHcZmAm4Q6AEwAHoECAIQAw#v=onepage&amp;q=%22enhance%20the%20paranoia%20endemic%20in%20these%20circles%20and%20further%20serve%20to%20get%20the%20point%20across%20that%20there%20is%20an%20FBI%20agent%20%22&amp;f=false\" target=\"_blank\" rel=\"noopener\">encouraged<\/a> to conduct interviews with anti-war protesters to \u201cenhance the paranoia endemic in these circles and further serve to get the point across that there is an FBI agent behind every mailbox,\u201d as a 1970 FBI memo noted. Is the Biden castigation campaign an attempt to make its opponents fear that the feds are tracking their every email and website click?<\/p>\n<p>Biden\u2019s new terrorism policy has evoked plenty of cheers from his Fourth Estate lapdogs. But a <a href=\"https:\/\/www.washingtonpost.com\/politics\/2021\/06\/16\/daily-202-one-big-thing-missing-bidens-strategy-domestic-extremism\/\" target=\"_blank\" rel=\"noopener\"><em>Washington Post<\/em> article<\/a> fretted that the administration\u2019s report did not endorse enacting \u201cnew legal authority to successfully hunt down, prosecute, and imprison homegrown extremists.\u201d Does the D.C. media elite want to see every anti-Biden scoffer in the land put behind bars?
