He <a href=\"https:\/\/twitter.com\/WhiteHouse\/status\/1521843011751231490\" target=\"_blank\" rel=\"noreferrer noopener\">promises<\/a> to \u201ctake bold steps to end hunger,\u201d and his summit will likely unleash a torrent of demands for new federal handouts. But neither Biden nor the attendees will admit the vast collateral damage from a 50-year-plus surge of federal food aid.<\/p>\n<p>In 1969, President Richard Nixon held a summit on hunger and received glowing press coverage for proclaiming, \u201cThe moment is at hand to put an <a href=\"https:\/\/www.presidency.ucsb.edu\/documents\/remarks-the-white-house-conference-food-nutrition-and-health\" target=\"_blank\" rel=\"noreferrer noopener\">end to hunger<\/a> in America itself for all time.\u201d That year, 3 million Americans received food stamps, a burgeoning federal program that cost <a href=\"https:\/\/fns-prod.azureedge.us\/sites\/default\/files\/resource-files\/SNAPsummary-9.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">$228 million<\/a>. Last year, 41 million people received food stamps, and the program cost <a href=\"https:\/\/www.ers.usda.gov\/data-products\/chart-gallery\/gallery\/chart-detail\/?chartId=104330\" target=\"_blank\" rel=\"noreferrer noopener\">$114 billion<\/a>. Thanks to an array of other subsidies, the federal government is now feeding more <a href=\"https:\/\/www.usda.gov\/oig\/webdocs\/27001-0001-10.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">than 100 million<\/a> people.<\/p>\n<p>Yet hunger supposedly remains a grave problem. Rep. Jim McGovern (D-Mass.), chairman of the House Rules Committee, declared Sept. 15: \u201cAlmost <a href=\"https:\/\/twitter.com\/RepMcGovern\/status\/1570419582468243458\" target=\"_blank\" rel=\"noreferrer noopener\">40 million<\/a> Americans don\u2019t know where their next meal is coming from.\u201d<\/p>\n<p>Yet the federal government doesn\u2019t even attempt to collect data on how many Americans actually go hungry. In 2006, the National Academy of Sciences urged the US Department of Agriculture to create a hunger gauge, but the agency\u2019s done nothing on that score. Instead, USDA conducts annual surveys measuring a vaporous notion of \u201cfood security\u201d \u2014 which can simply mean uncertainty about being able to afford groceries in the future <em>or <\/em><a href=\"https:\/\/www.usatoday.com\/story\/opinion\/2015\/09\/08\/usda-hunger-charade-food-insecurity-column\/71880492\/\" target=\"_blank\" rel=\"noreferrer noopener\">not being able<\/a> to afford the organic food one prefers.<\/p>\n<p>That survey is designed to <a href=\"https:\/\/www.wsj.com\/articles\/james-bovard-how-the-feds-distort-their-food-insecurity-numbers-1409786373\" target=\"_blank\" rel=\"noreferrer noopener\">spur perpetual false<\/a> alarms and demagoguery. The <a href=\"https:\/\/www.gobankingrates.com\/saving-money\/food\/1-in-10-american-homes-food-insecure-child-hunger\/\" target=\"_blank\" rel=\"noreferrer noopener\">latest survey<\/a>, released this month, declared that 10% of American households are \u201cfood insecure.\u201d Politicians and much of the media take such statistics as proxies for mass hunger despite USDA\u2019s explicit warnings on the limits of the data.<\/p>\n<p>Thanks to federal programs, millions of low-income Americans are undernourished but <em>overfed<\/em>. Walter Willett, chair of Harvard University\u2019s Department of Nutrition, <a href=\"http:\/\/news.harvard.edu\/gazette\/story\/2015\/11\/patterns-of-obesity-prove-resilient\/\" target=\"_blank\" rel=\"noreferrer noopener\">observed<\/a> in 2015, \u201cWe\u2019ve analyzed what [food-stamp] participants are eating and it\u2019s\u00a0horrible food. It\u2019s a diet designed to produce <a href=\"https:\/\/nypost.com\/2022\/08\/30\/75-of-american-adults-are-failing-at-exercise-cdc-report\/\">obesity and diabetes<\/a>.\u201d<\/p>\n<aside class=\"single__inline-module alignright\">\n<div class=\"inline-module inline-module--related-post\">\n<div class=\"inline-module__inner\">\n<h2 class=\"inline-module__heading widget-heading widget-heading--underline\"><\/h2>\n<div class=\"story story--i-flex story--i-flex-none-lg\">\n<div class=\"story__image\"><\/div>\n<h3 class=\"postid-23458645 story__headline headline headline--xs inline-module--related-post__headline\"><\/h3>\n<\/div>\n<\/div>\n<\/div>\n<\/aside>\n<p>A 2017 study published in <a href=\"https:\/\/www.ncbi.nlm.nih.gov\/pmc\/articles\/PMC5237482\/\" target=\"_blank\" rel=\"noreferrer noopener\">BMC Public Health<\/a>\u00a0found food-stamp recipients twice as likely to be obese as eligible non-recipients. The recipients consume twice as many of their daily calories from sugar-sweetened beverages as do higher-income groups (12% vs. 6%), per a 2015 study in <a href=\"https:\/\/www.ncbi.nlm.nih.gov\/pubmed\/26303370\" target=\"_blank\" rel=\"noreferrer noopener\">Preventive Medicine<\/a>.<\/p>\n<p>Food stamps have been one of the most tragic bait-and-switches in modern political history. More than 40 years ago, the Congressional Budget Office warned that \u201cit still remains unclear if increased food purchases . . . means <a href=\"https:\/\/jimbovard.com\/blog\/2013\/12\/04\/1983-feeding-everybody-food-stamp-article\/\" target=\"_blank\" rel=\"noreferrer noopener\">improved nutritional<\/a> status.\u201d<\/p>\n<p>In recent decades, an array of governors and mayors (including New York City\u2019s Mike Bloomberg) sought to amend the food-stamp program to cease paying for junk food. But Washington has always blocked those reforms.<\/p>\n<p>Young children in low-income families are more than 50% more likely to be obese than those in other families, a <a href=\"http:\/\/www.prnewswire.com\/news-releases\/obesity-rates-among-young-children-from-low-income-families-declined-in-31-states-300365200.html\" target=\"_blank\" rel=\"noreferrer noopener\">2016 report<\/a> found. While politicians portray hunger as the gravest peril for the poor, \u201cseven times as many [low-income] children are obese as are underweight,\u201d the <a href=\"https:\/\/jamanetwork.com\/journals\/jama\/article-abstract\/1487507\" target=\"_blank\" rel=\"noreferrer noopener\">Journal of the American Medical Association<\/a> noted in 2012.<\/p>\n<p>The <a href=\"https:\/\/www.medicalnewstoday.com\/articles\/315362\" target=\"_blank\" rel=\"noreferrer noopener\">American Journal of Public Health<\/a> reported in 2017 that food-stamp recipients had double the likelihood of cardio-related mortality and three times the rate of diabetes-related mortality as the general population and sharply higher risks than food-stamp eligible non-recipients.<\/p>\n<\/div>\n<figure class=\"wp-block-image size-large\"><figcaption><\/figcaption><\/figure>\n<p>Expect no candor on food handouts\u2019 collateral damage at the White House summit. In August 2021, the Biden administration tacitly invoked obesity to justify the biggest boost in food-stamp benefits in history. USDA revised its <a href=\"https:\/\/www.fns.usda.gov\/resource\/thrifty-food-plan-2021\" target=\"_blank\" rel=\"noreferrer noopener\">Thrifty Food Plan<\/a>, which determines Supplemental Nutrition Assistance Program (i.e, food-stamp) benefit levels, to \u201creflect current realities providing sufficient energy to support current weight status.\u201d<\/p>\n<p>The American Enterprise Institute\u2019s Angela Rachidi noted, \u201cGiving SNAP participants <a href=\"https:\/\/thehill.com\/opinion\/finance\/568386-biden-ignores-congress-to-increase-snap\/\" target=\"_blank\" rel=\"noreferrer noopener\">more money<\/a> without restrictions will more than likely increase the consumption of unhealthy items, worsening the problems of obesity and disease caused by poor diet.\u201d Agriculture Secretary Tom Vilsack justified the higher benefits to prevent beefy mobs from attacking USDA headquarters: \u201cWe may have a Constitution and a Declaration of Independence, but if we had 42 million Americans who were <a href=\"https:\/\/www.nytimes.com\/2021\/08\/15\/us\/politics\/biden-food-stamps.html\" target=\"_blank\" rel=\"noreferrer noopener\">going hungry<\/a>, really hungry, they wouldn\u2019t be happy and there would be political instability.\u201d<\/p>\n<aside class=\"single__inline-module alignleft\">\n<div class=\"inline-module inline-module--related-post\">\n<div class=\"inline-module__inner\">\n<h2 class=\"inline-module__heading widget-heading widget-heading--underline\"><\/h2>\n<div class=\"story story--i-flex story--i-flex-none-lg\">\n<h3 class=\"postid-23846603 story__headline headline headline--xs inline-module--related-post__headline\"><\/h3>\n<\/div>\n<\/div>\n<\/div>\n<\/aside>\n<p>The summit will also likely ignore the role of food stamps and other benefit programs in shrinking the workforce. A 2012 Journal of Public Economics study concluded that receiving food stamps <a href=\"https:\/\/www.sesp.northwestern.edu\/docs\/publications\/441059376551ec428c2efd.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">sharply reduces<\/a> single mothers\u2019 work hours. The 2018 Council of Economic Advisers report warned that increased food-stamp enrollment was causing healthy adults to \u201cbecome increasingly <a href=\"https:\/\/www.aei.org\/economics\/new-cea-report-highlights-welfares-disincentives-and-suggests-how-to-fix-them\/\" target=\"_blank\" rel=\"noreferrer noopener\">reliant on welfare<\/a>\u201d and producing \u201cstalled employment growth, in part because of the disincentives welfare programs impose on increasing one\u2019s own income.\u201d<\/p>\n<p>Those disincentives have worsened because the Biden administration last year canceled the requirement for able-bodied adults without children to seek work instead of perpetually relying on food stamps. Secretary Vilsack declared, \u201cGroups with typically higher unemployment, including rural Americans, Black, Indigenous, Hispanic and People of Color, and those with less than a high-school education would have been <a href=\"https:\/\/sports.yahoo.com\/usda-officially-drops-snap-benefit-161105956.html\" target=\"_blank\" rel=\"noreferrer noopener\">disproportionally harmed<\/a> by this cruel policy.\u201d<\/p>\n<p>At a time employers were begging people to accept jobs, Team Biden portrayed the necessity of working as a human-rights violation \u2014 at least for those categories Vilsack recited.<\/p>\n<p><strong>Media coverage has perennially equated a rising demand for free foo<\/strong>d with proof of mass hunger. But fighting hunger is profitable for politicians and ritzy nonprofits. Continually encouraging people to seek aid spurs miles-long lines of cars (including fancy late models) at food banks. In reality, the <strong>demand for free items (including food stamps) only proves that people like freebies.<\/strong><\/p>\n<p><strong>If federal spending could abolish hunger, the problem would\u2019ve vanished long ago. Carpet bombing food-stamp recipients with more calories is not even \u201cclose enough for government work\u201d if the goal is to improve American nutrition.
