MARTIN&#8217;S PRESS $26.95, 326 PAGES<\/p>\n<p>BYLINE: ANTHONY DAY, SPECIAL TO THE TIMES<\/p>\n<p>\u00a0\u00a0 The rhetoric of liberty has sustained the American republic from<br \/>\nits founding to the Senate&#8217;s recent vote to acquit President<br \/>\nClinton on Lincoln&#8217;s birthday. Having no monarchy, no common<br \/>\nreligion, no ancient history, the country lives by the words of its<br \/>\nfounders, who wrote and spoke them not all that long ago.<\/p>\n<p>\u00a0\u00a0 Those words have served us well. They helped us through a<br \/>\nterrible civil war. They have brought us to our present state, in<br \/>\nwhich we (most of us) enjoy personal freedom and prosperity<br \/>\nunimaginable not many years ago. But along the way an odd thing<br \/>\nhappened.<\/p>\n<p>\u00a0\u00a0 As Richard Hofstadter and other historians have noted, from the<br \/>\nbeginning of the new nation there has existed a paranoid strain of<br \/>\npolitical thinking. The rhetoric of freedom has been turned by a<br \/>\nsmall but noisy minority against the concept of democratic<br \/>\ngovernment itself, so that the government becomes not the agent of<br \/>\nthe people&#8217;s common purpose but the very enemy of the people. In<br \/>\nthe political paranoid&#8217;s view, the government assumes an<br \/>\noverweening, menacing aspect. It becomes not the creature of the<br \/>\ncitizen but the citizen&#8217;s mortal enemy.<\/p>\n<p>\u00a0\u00a0 &#8220;<strong>Freedom in Chains&#8221; is an unvarnished example of this<br \/>\ncontemptuous attitude toward the American political system. From<br \/>\nbeginning to end it quivers with\u00a0 Bovard&#8217;s\u00a0 hatred of government<\/strong>.<br \/>\nIt is a polemic heavily populated with villains. Jean Jacques<br \/>\nRousseau and Franklin D. Roosevelt, for their support of the common<br \/>\ngood, are James\u00a0 Bovard&#8217;s\u00a0 principal malefactors, but the American<br \/>\npeople and Bill Clinton are not far behind.<\/p>\n<p>\u00a0\u00a0\u00a0 Bovard&#8217;s\u00a0 opinions about the relation between democracy and its<br \/>\ncitizenry suggest a situation that falls far short of the ideal of<br \/>\nthe framers: &#8220;Governments and citizens blend together only in the<br \/>\nimaginations of political theorists. Government is, and always will<br \/>\nbe, an alien power over private citizens. There is no magic in a<br \/>\nballot box that makes government any less coercive.&#8221; &#8220;Rather than<br \/>\nbroadening people&#8217;s minds,&#8221;\u00a0 Bovard\u00a0 argues, &#8220;the exercise of<br \/>\nvoting too often merely debases their character.<\/p>\n<p>\u00a0\u00a0 &#8220;The problem with democracy is not only that government<br \/>\nroutinely scorns citizens&#8217; values, it is also that government<br \/>\nimposes majority preferences that have no legitimacy. . . .<br \/>\nMajorities are routinely the ephemeral creations of political<br \/>\npromises to confiscate one group&#8217;s property and render it to<br \/>\nsomeone else. What virtue does a majority of tenants have when the<br \/>\none policy they demand consists of little more than the looting of<br \/>\nall apartment owners via rent control?&#8221;<\/p>\n<p>\u00a0\u00a0 &#8220;Confiscation&#8221; is much on\u00a0 Bovard&#8217;s\u00a0 mind. Taxes, he says, are<br \/>\n&#8220;confiscation,&#8221; not the price we all pay for living in a civilized<br \/>\nsociety.<\/p>\n<p>\u00a0\u00a0\u00a0 <strong>Bovard\u00a0 doesn&#8217;t think much of civilized society<\/strong>. He opposes<br \/>\nSocial Security, Medicare, federal job training, government<br \/>\nspending on education, the Consumer Product Safety Commission, the<br \/>\nFood and Drug Administration, land use zoning\u00a0 and so on. The<br \/>\nreasons for his opposition lie not in an inquiry into the facts but<br \/>\nin his ideology: If it is done by the government, it is coercive<br \/>\nand confiscatory.<\/p>\n<p>\u00a0\u00a0 He admits that some sort of national defense is a necessary<br \/>\ngovernmental function and concedes that the National Institutes of<br \/>\nHealth have done some good. But in the main he brings toward<br \/>\ngovernment relentless hostility and pervasive fear.<\/p>\n<p>\u00a0\u00a0 All this is nonsense. <strong>Is\u00a0 Bovard&#8217;s\u00a0 argument harmless? Not<br \/>\nnecessarily, and not always. In\u00a0 Bovard&#8217;s\u00a0 defensive and<br \/>\ndisingenuous discussion of the bombing of the Oklahoma City federal<br \/>\nbuilding, he reveals that he is aware of the possible consequences<br \/>\nof his words<\/strong>.<\/p>\n<p>\u00a0\u00a0 &#8220;Regardless of whether Americans consider the federal government<br \/>\nillegitimate,&#8221; he writes, &#8220;attacks that kill innocent people are<br \/>\nnever justified. The 1995 bombing of the Oklahoma City federal<br \/>\nbuilding was inexcusable. . . .<\/p>\n<p>\u00a0\u00a0 &#8220;The militia movement in this country became highly active only<br \/>\nafter the federal killings at Ruby Ridge, Idaho, and Waco, Texas,&#8221;<br \/>\nBovard\u00a0 states. &#8220;The fact that no federal officials have been held<br \/>\nlegally responsible for the\u00a0 deaths at Ruby Ridge and Waco made many people presume, not surprisingly, that the government was out of control and a dire threat to their rights and safety.&#8221;
