On July 3,\u00a01988, the USS Vincennes, the most advanced missile frigate in the U.S. Navy,\u00a0shot down an Iranian Airbus A-300 flying from Iran to Dubai, killing all 290\u00a0passengers and crew on board. After the shootdown of the civilian airliner,\u00a0Newsweek noted that, \u201cthe men of the Vincennes were all awarded combat action\u00a0ribbons. Commander Lustig, the air-warfare coordinator, even won the\u00a0navy\u2019s Commendation Medal for \u2018heroic achievement,\u2019 for his \u2018ability to maintain\u00a0his poise and confidence under fire,\u2019 enabling him to \u2018quickly and precisely\u00a0complete the firing procedure.\u2019\u201d Captain Will Rogers III received the Legion\u00a0of Merit for his \u201coutstanding service\u201d as commander of the Vincennes.\u00a0Newsweek noted that the incident was a \u201cprofessional disgrace\u201d for the U.S.\u00a0Navy: \u201cThe navy\u2019s most expensive surface warship, designed to track and shoot\u00a0down as many as 200 incoming missiles at once, had blown apart an innocent\u00a0civilian airliner in its first time in combat.\u201d A Navy commission that investigated\u00a0the incident scrupulously avoided discovering facts or asking questions\u00a0that would impugn the official explanation. The U.S. government proceeded\u00a0to lie about the position of the Vincennes when it launched its attack (claiming\u00a0it was in international waters, when it was actually in Iranian territorial waters),\u00a0claiming the Vincennes acted in self-defense (Vincennes was the aggressor\u00a0against a handful of diddly speed boats), claiming the targeted plane was at a\u00a0lower altitude and descending toward the Vincennes (it was higher and rising as\u00a0would a commercial airliner), and claiming the Airbus was outside the established\u00a0corridor for commercial flights (it was flying where it was supposed to fly). \u00a0Two other U.S. Navy ships correctly identified the Iranian plane as a\u00a0civilian airliner before the shootdown. President Reagan issued a statement on\u00a0the same day: \u201cThis is a terrible human tragedy. Our sympathy and condolences\u00a0go out to the passengers, crew, and their families. . . . We deeply regret\u00a0any loss of life.\u201d The U.S. government eventually paid compensation both\u00a0to the survivors and the Iranian government. Vice President George H.W.\u00a0Bush, on the other hand, who was running for President at the time, declared\u00a0when asked about the shootdown: \u201cI will never apologize for the United States\u00a0of America, I don\u2019t care what the facts are.\u201d Bush went to the United Nations,\u00a0where he defended the U.S. action by denouncing Iranian aggression.\u00a0Bush falsely claimed, as Newsweek reported, \u201cthat the Vincennes had rushed to\u00a0defend a merchantman under attack by Iran.\u201d<\/p>\n<p>The U.S. government saw the incident as an accident that, after a few days\u00a0of unpleasant news, could be swept in the dustbin.
