The logic train takes a longer way around than that:
If the rebels prevent the UN inspectors from checking the site, then it means that the rebels are stronger than has been previously seen, and if the rebels are stronger than previously seen, that means that the Assad government has reason to use chemical weapons on them because conventional ones aren’t working (see further examples at “stepping on ants one by one versus the use of Raid Ant Spray”), and since the Assad government has reason to do it, therefore it MUST have done it (see further comparisons at “politicians”), and all evidence to the contrary (that the spray looks to be a watered down version rather than the Actual Raid, which the Syrian army has) must be ignored or drowned out by the sound of the war drums beating loudly again.
